Job Overview: The HR Associate - Compliance Review operates under the direct supervision of the GSSC HR Services HR Officer / ICA Compliance Reviews Team Lead. This role is crucial for reviewing recruitment processes to ensure adherence to recruitment rules and regulations. The HR Associate collaborates closely with Programme, Project, and Support Services colleagues who administer ICA personnel globally, as well as with UNOPS HQ colleagues, to facilitate the exchange of information and ensure consistent service delivery to UNOPS and partner personnel throughout the ICA Award Compliance Review process. The HR Associate is responsible for providing compliance support to field office support services, ensuring that all work is of high quality, accurate, timely, and properly documented. Furthermore, the HR Associate promotes a client-oriented approach that aligns with established rules and regulations, thereby enhancing the overall effectiveness of HR operations.
Duties and Responsibilities: The HR Associate - Compliance Review has several key responsibilities, including:
Providing compliance and oversight support to recruitment processes, which involves advising clients and reviewing HR selection processes within the Talent+ system, ensuring documentation submissions are accurate and thorough, and guiding hiring offices on administrative procedures related to ICA award creation.
Supporting the development of HR compliance practices and policies by synthesizing lessons learned from compliance reviews, collecting feedback and ideas for process improvement, and contributing to corporate HR initiatives.
Engaging in knowledge building and sharing by organizing training initiatives for personnel on compliance review matters, disseminating best practices, and supporting effective communication of HR policy changes. The successful execution of these duties directly impacts the compliant execution of HR processes and enhances the credibility of the organization as an effective service provider in project services and management.
Required Qualifications: Candidates must possess either a secondary school diploma (or equivalent) with a minimum of six years of relevant experience, or a Bachelor's degree (or equivalent) preferably in Human Resources Management, Business Administration, Public Administration, or related fields, along with at least two years of relevant experience. Proficiency in computer applications and office software, as well as experience with web-based management systems, is essential. Knowledge of UN policies, procedures, and practices is desirable, along with experience using HR information and/or enterprise systems.
Educational Background: The educational requirements for this position include a secondary school diploma (or equivalent) with six years of relevant experience, or a Bachelor's degree (or equivalent) in a relevant field such as Human Resources Management, Business Administration, or Public Administration, accompanied by two years of relevant experience. This educational background ensures that candidates have the foundational knowledge and skills necessary to perform effectively in the role.
Experience: The position requires a minimum of six years of relevant experience in either an international or national organization, specifically in providing support for recruitment or HR-generalist support services. Candidates should demonstrate proficiency in computer applications and office software, as well as experience in managing web-based systems. Knowledge of UN policies and practices is preferred, and experience with HR information systems is also advantageous.
Languages: Fluency in English is mandatory for this position, while proficiency in French and Spanish is considered desirable. This multilingual capability is essential for effective communication within the diverse international environment of UNOPS, facilitating collaboration with personnel from various linguistic backgrounds.
