Job Overview: The position of CST Monitoring & Evaluation, Grade II at WFP involves providing strategic leadership and direction for monitoring activities in alignment with WFP’s corporate Results Framework, Monitoring Strategy, and Country Strategic Plan (CSP). The role is crucial in ensuring that assistance is delivered effectively to the right beneficiaries, in the right quantity and quality, and at the right time. The consultant will be responsible for developing and refining the monitoring framework, advising management on monitoring trends and performance gaps, and ensuring the integration of cross-cutting priorities such as gender and accountability to affected populations within monitoring systems. The consultant will also lead capacity strengthening initiatives for staff and partners, develop innovative monitoring approaches, and represent WFP in external meetings to foster collaboration and knowledge exchange. This role is essential for safeguarding program integrity and effectiveness, ensuring that WFP's operations are responsive to the needs of the communities it serves.
Duties and Responsibilities:
Provide strategic leadership and direction for monitoring activities in line with WFP’s corporate Results Framework, Monitoring Strategy, and Country Strategic Plan (CSP), ensuring coherence with organizational priorities and standards.
Guide the development and continuous refinement of the monitoring framework, including indicators, tools, and methodologies, to ensure relevance, quality, and alignment with programme objectives.
Update and implement Ghana Country Office's Monitoring strategy, plans, and standard operating procedures (SOPs) that provide the most relevant and strategic information toward achieving expected results.
Advise management on monitoring trends, risks, and performance gaps, translating data and evidence into actionable recommendations for strategic and operational decision-making.
Ensure integration of cross-cutting priorities—such as gender, protection, accountability to affected populations (AAP), and inclusion—within monitoring systems and practices.
Develop innovative and context-appropriate monitoring approaches, including remote and digital data collection, to enhance coverage and efficiency.
Lead capacity strengthening of staff and cooperating partners on monitoring standards, tools, and data use for decision-making.
Strengthen linkages between RAME and Programme to ensure a coherent evidence base across the programme cycle.
Represent WFP during external meetings with partners to contribute to technical discussions and areas for potential collaboration. 1
Ensure effective reporting and communication of monitoring results to internal and external stakeholders, including donors and government counterparts, in line with WFP standards.
Required Qualifications: Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or other related fields. Alternatively, a first university degree with additional years of relevant work experience and/or training/courses may be accepted. The role requires a minimum of eight years of relevant professional work experience, including in monitoring and guidance/policy development. Proven knowledge and skills in Monitoring and Evaluation, including preparing logframes and defining indicators, are essential. Candidates should have practical knowledge of how monitoring data is collected, compiled, analyzed, and presented for management decisions, program adjustments, and donor reporting. Experience using a variety of quantitative and qualitative analytical tools and methods is also required.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as social sciences, statistics, development economics, performance management, or monitoring and evaluation. A first university degree may be acceptable if accompanied by additional relevant work experience and training. This educational foundation is critical for understanding the complexities of monitoring and evaluation in humanitarian contexts and for effectively contributing to WFP's mission.
Experience: The position requires a minimum of eight years of relevant professional work experience, particularly in monitoring and evaluation, as well as guidance and policy development. Candidates should demonstrate strong technical expertise in monitoring and evaluation, including results-based management, indicator development, and data collection methodologies. Experience in risk-based monitoring approaches, including partner oversight and remote monitoring in complex environments, is highly valued. Additionally, candidates should possess analytical and data management skills, with the ability to interpret both quantitative and qualitative data and translate findings into actionable insights for decision-making.
Languages: Fluency in English (level C) is mandatory for this position. Additionally, intermediate knowledge (level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese is considered advantageous. Proficiency in multiple languages enhances communication and collaboration within the diverse international environment of WFP.
