Job Overview: The consultancy aims to provide analytical, technical, and implementation support to the WHO Ukraine Health Financing Unit, focusing on enhancing health sector capital investment planning, prioritization, and governance. The consultant will work under the guidance of the WHO National Professional Officer for Health Financing and collaborate with both Senior International and International Consultants. The role involves operationalizing analytical methodologies, supporting the implementation of the Health Capital Investment Management System, and ensuring that investment planning is informed by robust national data and institutional processes. The consultant will also be responsible for collecting, analyzing, validating, and interpreting national datasets, contributing to the development of analytical methodologies and decision-support tools, and coordinating technical inputs with national stakeholders. The overarching goal is to support evidence-informed capital investment planning and decision-making in the health sector, particularly in the context of Ukraine's ongoing health system transformation following the recent crisis.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including conducting desk reviews of national policies and technical documentation related to health sector capital investment planning. They will compile, clean, validate, analyze, and synthesize datasets concerning population health needs, provider capacity, health infrastructure, and capital investments. The consultant will operationalize analytical methodologies and prioritization approaches developed under the WHO capital investment program, support the implementation and testing of the Health Capital Investment Management System, and prepare technical documentation and analytical products. They will coordinate technical inputs with the Ministry of Health, the National Health Service of Ukraine, and other stakeholders, and support technical consultations, workshops, and pilot implementation activities. Regular technical reports summarizing analytical work and implementation progress will also be part of their responsibilities.
Required Qualifications: Candidates must possess a Bachelor’s degree in economics, public health, health policy, public administration, data science, or a relevant field. Essential qualifications include at least two years of relevant professional experience in health systemsanalysis, health economics, health service planning, health information systems, data analytics, or capital investment planning. Experience in compiling, managing, analyzing, and interpreting quantitative datasets to support policy or program decision-making is also required. Desirable qualifications include experience in implementing analytical frameworks, digital tools, or decision-support systems, as well as familiarity with provider-level health data and health information systems.
Educational Background: A Bachelor’s degree in a relevant field such as economics, public health, health policy, public administration, or data science is essential for this position. This educational background provides the necessary foundation for understanding health systems, economic principles, and data analysis techniques that are critical for effective capital investment planning in the health sector.
Experience: The position requires at least two years of relevant professional experience in areas such as health systems analysis, health economics, health service planning, health information systems, data analytics, or capital investment planning. Candidates should have experience in compiling, managing, analyzing, and interpreting quantitative datasets to support decision-making processes. Desirable experience includes working with health data, supporting the Ministry of Health of Ukraine, and implementing analytical frameworks or decision-support systems.
Languages: Expert knowledge of English and Ukrainian is mandatory for this position. Strong written communication skills in both languages are essential to effectively convey analytical findings and support policy dialogue. Additional language skills may be considered an asset but are not required.
