National Consultant - Health Financing and Strategic Purchasing

Job Overview:
The consultancy aims to provide senior technical assistance to the WHO Ukraine Health Financing Unit, focusing on strengthening health financing policy and strategic purchasing under the Program of Medical Guarantees (PMG). The consultant will engage in analytical work, policy development, and stakeholder engagement in key areas such as strategic purchasing of hospital services, mental health financing, and Ukraine's EU accession agenda related to cross-border healthcare. The role is critical as Ukraine continues to recover from the impacts of the COVID-19 pandemic and the ongoing conflict, necessitating robust health financing reforms and efficient purchasing systems to ensure equitable access to healthcare services.

Duties and Responsibilities:
The consultant will be responsible for conducting analytical reviews of health financing policies and purchasing arrangements, collecting and synthesizing quantitative and qualitative evidence, and developing technical reports and policy papers. They will support technical consultations and stakeholder engagement, contribute to WHO publications, and prepare presentations for both national and international audiences. Specific tasks include supporting analytical work on strategic purchasing of hospital services, providing technical support for mental health service financing, and assisting in the development of performance and quality monitoring frameworks for specialized health services under the PMG. The consultant will also participate in consultations with the Ministry of Health, NHSU, and international experts, contributing to WHO analytical reports and policy recommendations.

Required Qualifications:
Candidates must possess a Master's degree in health economics, health financing, public health, medicine, health policy, public administration, or a related field. Essential qualifications include at least 7 years of relevant professional experience in health financing, health economics, health policy, or strategic purchasing. Experience in conducting policy analysis and preparing technical reports is required, along with a background in working with government institutions or international organizations in health sector reform. Desirable qualifications include experience with WHO, the World Bank, the European Union, or other international development partners, particularly in supporting health financing reforms in Ukraine and working with the Ministry of Health of Ukraine or the National Health Service of Ukraine.

Educational Background:
A Master's degree in a relevant field such as health economics, health financing, public health, medicine, health policy, or public administration is essential for this position. This educational background provides the necessary theoretical and practical knowledge required to navigate the complexities of health financing and policy development.

Experience:
The position requires a minimum of 7 years of relevant professional experience in areas such as health financing, health economics, health policy, or strategic purchasing. Candidates should have a proven track record of conducting policy analysis and preparing technical reports or analytical publications. Experience working with government institutions or international organizations in health sector reform is essential, with a preference for candidates who have worked with WHO, the World Bank, or the European Union. Familiarity with the health financing landscape in Ukraine and experience in strategic purchasing and provider payment systems are also highly valued.

Languages:
Expert knowledge of English and Ukrainian is essential for this position. Proficiency in these languages is necessary for effective communication, stakeholder engagement, and the preparation of technical documents and reports. Additional language skills may be considered an asset but are not mandatory.
