Job Overview:
The Program Officer, Transaction Management, plays a pivotal role in overseeing all aspects of real estate transactions within the World Bank Group. This position is integral to ensuring that the organization's real estate strategies align with its broader mission of poverty alleviation and sustainable development. The officer will manage a variety of tasks including purchase and sales inquiries, due diligence processes, lease reviews, and market intelligence assessments. The role requires a strategic mindset to develop and implement effective real estate solutions that support the operational needs of the World Bank Group. The officer will also be responsible for providing guidance to internal and external clients, ensuring that all transactions are executed seamlessly and in accordance with organizational objectives. This position is based in Washington, DC, and reports directly to the Manager of International Real Estate, making it essential for the officer to maintain strong communication and collaboration with various stakeholders across the organization.

Duties and Responsibilities:
The duties and responsibilities of the Program Officer, Transaction Management, include but are not limited to: supporting global real estate transactions and their management; coordinating acquisition, disposition, expansion, contraction, renewal, termination, and relocation activities across multiple concurrent projects; ensuring seamless execution through meticulous planning and reporting; coordinating due diligence processes including property inspections and legal reviews; ensuring lease terms align with organizational goals; serving as a trusted advisor on commercial real estate trends; collaborating with internal teams and external stakeholders; actively liaising with landlords and developers; promoting adherence to real estate governance standards; leading transaction controllership and due diligence; and maintaining proactive engagement with management and regional teams to support transaction planning and management.

Required Qualifications:
Candidates must possess a master's degree and at least five years of relevant experience in fields such as Business Administration, Finance, Real Estate, Economics, Architecture, Facilities Management, Project Management, or Engineering. An equivalent combination of education and experience in a corporate environment, particularly with international locations and emerging markets, is also acceptable. Previous experience in global real estate transactions is essential, along with mastery of real estate processes, language, and terms. Candidates should demonstrate advanced presentation and facilitation skills, strong quantitative and qualitative analytic abilities, and outstanding interpersonal skills. Proficiency in project management tools and techniques is required, as well as excellent written and verbal communication skills in English, with additional language skills in French being beneficial.

Educational Background:
The educational background required for this position includes a master's degree in a relevant field such as Business Administration, Finance, Real Estate, Economics, Architecture, Facilities Management, Project Management, or Engineering. Candidates with equivalent combinations of education and experience in a corporate environment will also be considered. Relevant professional certifications such as MCR, RICS, or PMP are desirable and can enhance a candidate's qualifications.

Experience:
The position requires a minimum of five years of experience in relevant fields, particularly in managing real estate transactions on a global scale. Candidates should have a proven track record of successfully navigating complex real estate processes and demonstrating expertise in transaction management, negotiation, and strategic planning. Experience working in international contexts and with emerging markets is highly valued, as is familiarity with the intricacies of corporate real estate operations.

Languages:
Fluency in English is mandatory for this position, both spoken and written. Proficiency in additional languages such as Spanish or French is considered a valuable asset and may enhance a candidate's suitability for the role.
