Job Overview:
The Monitoring and Evaluation Senior Officer position is a mid-level role within UNOPS, specifically focused on implementing comprehensive monitoring and evaluation (M&E) strategies for projects in the Democratic Republic of Congo. The officer will play a crucial role in ensuring project effectiveness and fostering a culture of evidence-based learning and accountability. This position requires the officer to establish robust M&E frameworks that facilitate data-driven decision-making, thereby enhancing the effectiveness and accountability of project interventions in a complex operational setting. The officer will be responsible for the systematic collection, analysis, and reporting of data to measure progress, identify challenges, and inform strategic adjustments. Additionally, the officer will provide technical guidance and capacity building to partners to strengthen M&E systems and ensure compliance with UNOPS standards. This role is critical for advancing sustainable development goals in the DRC and requires a proactive approach to problem-solving and collaboration with various stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Senior Officer include:

• Contributing to the development of the Programme/Project M&E strategy;
• Supporting the implementation of the M&E Framework and Plan for the Project;
• Collecting all relevant data and facilitating the implementation of feasibility and baseline studies where appropriate;
• Developing a field monitoring plan based on agreed-upon progress and target indicator sets;
• Reviewing periodic technical reports provided by implementing partners, providing appropriate comments, and preparing consolidated annual reports;
• Assisting in problem-solving and the development of remedial actions to address any disparity between planned and actual outputs;
• Providing technical support to UNOPS partners to strengthen M&E systems, including recommended reporting and monitoring formats & guidelines;
• Facilitating the implementation of regular and periodic project evaluations;
• Preparing and issuing regular reports in accordance with supervisor’s guidelines; 1
• Maintaining diaries and progress reports as required by UNOPS standard procedures; 1
• Performing any other tasks as requested by the supervisor.

Required Qualifications:
The required qualifications for the Monitoring and Evaluation Senior Officer position include:

• A Bachelor’s degree (or equivalent) in business administration, development studies, climate change, environment, or related fields with 4 years of relevant experience; OR
• A Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience. Additionally, a globally or nationally recognized professional certificate in Monitoring and Evaluation (e.g., PMP, PRINCE2, or specific M&E certifications) is desired but not mandatory.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as business administration, development studies, climate change, or environmental studies. Alternatively, a Master’s degree in any of these fields is acceptable, provided the candidate has the requisite experience. The educational background should be complemented by relevant professional certifications in Monitoring and Evaluation, which are considered an asset for this role.

Experience:
The position requires relevant experience in monitoring and evaluation, data analysis, or project management support. Candidates should have a proven track record of working in these areas, ideally within multicultural environments or UN system organizations in a developing country. Experience in development or humanitarian contexts is also highly desirable, as it aligns with the operational focus of UNOPS in the DRC.

Languages:
Fluency in French and English is mandatory for this position. Candidates must demonstrate proficiency in both languages to effectively communicate and collaborate with diverse stakeholders and partners in the DRC.

Additional Notes:
The contract for this position is classified as an Individual Contractor Agreement (ICA) at the LICA 9 level, with a duration of 24 months. The position is full-time and based in Kinshasa, Democratic Republic of the Congo.
