Job Overview:
The Monitoring and Evaluation Information Management Assistant will play a crucial role in supporting the IOM's monitoring and evaluation (M&E) efforts within Moldova. Reporting to the Chief of Mission and the Programme Support Unit Coordinator, the successful candidate will be responsible for implementing the M&E plan that aligns with IOM's interventions at both national and local levels. This position requires active participation in data collection and monitoring activities, contributing to the development of tools and data management systems, and maintaining dashboards that track results, activities, and risks associated with IOM's response portfolio. The role also involves assisting in the technical management of data collection processes, ensuring data quality control, and supporting program teams in developing and implementing data collection tools. The assistant will help create information products for internal and external briefings and reports, ensuring compliance with IOM's data protection principles and ICT policies. This position is integral to the success of IOM's mission in Moldova, particularly in the context of the Regional Refugee Response Plan and crisis response efforts.

Duties and Responsibilities:
  • Support the implementation of the Monitoring and Evaluation (M&E) plan for IOM's interventions at national and local levels.
  • Develop and maintain progress tracking tools and dashboards to monitor results, activities, and risks.
  • Participate in field monitoring visits as required.
  • Assist in data collection and monitoring activities in the field.
  • Contribute to the implementation and maintenance of information system solutions.
  • Support program teams in developing, testing, and implementing data collection tools.
  • Manage and maintain multiple data collection processes and reporting mechanisms.
  • Ensure data quality control for 5W inputs/outputs and data consolidation for programmatic purposes.

  • Verify compliance with IOM's data protection principles in data collection, storage, analysis, and dissemination. 1
  • Disseminate findings, conclusions, and recommendations from M&E activities. 1
  • Perform other duties as assigned.

Required Qualifications:
  • High school diploma with five years of relevant experience; or a Bachelor’s degree in Business Administration or related fields with three years of relevant professional experience.
  • Previous experience with monitoring systems and data collection.
  • Experience working on social projects, particularly those focused on social inclusion and the rights of migrants and refugees.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Strong attention to detail and organizational skills.
  • Discretion and a client-oriented approach.
  • Experience with international humanitarian organizations or government institutions is an advantage.

Educational Background:
Candidates must possess at least a high school diploma with five years of relevant experience or a Bachelor’s degree in Business Administration or a related field from an accredited institution, accompanied by three years of relevant professional experience. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in this role.

Experience:
The position requires candidates to have previous experience with monitoring systems and data collection, as well as experience working on social projects that promote the rights of migrants and refugees. Candidates should also have a good understanding of data management and reporting mechanisms, as well as experience in a multi-cultural setting, preferably within international humanitarian organizations or government institutions.

Languages:
Fluency in English, Romanian, and Russian is required for this position, both oral and written. Knowledge of additional languages is not specified as mandatory but may be beneficial in a multicultural work environment.
