Job Overview:
The Staff Officer (JTE Exercise Plans) plays a crucial role in integrating Joint Effects and targeting into NATO and Allied exercises. This position requires close coordination with Joint Targeting Experts (JTE) Subject Matter Experts (SMEs), Allied Command Operations (ACO) Command Points of Contact (POCs), and J2/J3 staffs to ensure that exercise objectives are robust and clearly defined. The officer will support the planning and execution of military operations, activities, and exercises, ensuring that all aspects of Joint Effects are effectively integrated. The role also involves developing targeting content for Strategic Concepts of Operations (CONOPS) planning, which is essential for the success of NATO's military objectives. The incumbent will be expected to engage in high-level planning and contribute to the overall effectiveness of NATO's operational capabilities.

Duties and Responsibilities:
The primary duties of the Staff Officer (JTE Exercise Plans) include: 1) Integrating Joint Effects and targeting into NATO and Allied Operations, Activities, and Exercises as directed by the JTE Branch head. 2) Coordinating with JTE SMEs, Subordinate ACO Command POCs, and J2/J3 Staffs to ensure clear and robust operational objectives, which will inform exercise scripting and delivery. 3) Supporting the organization of targeting Working Groups and Boards, facilitating discussions and decision-making processes. 4) Providing guidance for the planning of Operations and Activities in conjunction with J5/J35 and Exercise planning with J
  • 5) Developing and drafting targeting content within Annex II (Targeting Directive) to support the planning and development of DDA Framework of Plans (FoP) in collaboration with J35 and J
  • The incumbent may also be required to undertake deployments in support of military operations and exercises, which could involve temporary duty assignments both within and outside NATO boundaries for up to 180 days. The role may require performing similar duties elsewhere within the organization at the same grade without any change to the contract.

Required Qualifications:
Essential qualifications for this position include: a) Professional/Experience: Demonstrated experience in Joint Effects disciplines, leading or contributing to the Joint Targeting Cycle, and planning or conducting NATO exercises at the joint or strategic level. Excellent communication skills, both oral and written, are also required. b) Education/Training: A University Degree in history, geography, politics, economics, operations research, or a related discipline with at least 2 years of post-related experience; alternatively, a Higher Secondary education with completed advanced vocational training leading to professional accreditation and 4 years of post-related experience. c) Language: Proficiency in English at SLP 3333 level (Listening, Speaking, Reading, and Writing) is mandatory, as the work is conducted mainly in English.

Educational Background:
Candidates must possess a University Degree in a relevant field such as history, geography, politics, economics, or operations research. Alternatively, candidates with Higher Secondary education and advanced vocational training leading to professional accreditation will be considered if they have 4 years of post-related experience. The educational background should align with the responsibilities of the position, ensuring that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in a military planning environment.

Experience:
The position requires a minimum of 2 years of experience as a Planner at both Strategic and Operational Levels. Additionally, candidates should have at least 2 years of experience in a joint targeting role, which may involve intelligence support for targeting or operational planning. This experience is crucial for understanding the complexities of NATO operations and contributing effectively to the planning and execution of military exercises.

Languages:
The mandatory language for this position is English, with a required proficiency level of SLP 3333, which encompasses Listening, Speaking, Reading, and Writing. This proficiency is essential as the work environment is predominantly English-speaking. While English is the primary language, familiarity with additional languages may be considered an asset, enhancing communication within the diverse NATO community.

Additional Notes:
The contract duration for this position is three years, classified as a Project Related NATO International Civilian (PLN) role within the NATO 2030 Agenda. Upon expiration of the contract, the position may be deleted or absorbed into the organizational ceiling, pending approval, or may exceptionally be considered for extension. The salary will be based on the NATO Grade of the post, with potential allowances based on the selected staff member's eligibility.
