Job Overview:
The NATO Resilience and Redundancy Portfolio Manager will play a crucial role in providing technical contributions related to the Digital Backbone and the Redundancy, Resilience, and Survivability initiatives within NATO. The incumbent will be responsible for ensuring the implementation of the Military Committee's tasks regarding the Review of Minimum Military Requirements (MMR) for CIS Redundancy, Resilience, and Survivability. This position requires a proactive approach to developing and initiating projects aimed at improving resilience and survivability in military operations, as well as supporting the review of CIS resilience requirements as part of the Digital Backbone initiative. The role demands strong coordination skills and the ability to work collaboratively with various stakeholders across operational, technical, and policy domains.

Duties and Responsibilities:
The incumbent's duties include ensuring the implementation of the Redundancy, Resilience, and Survivability initiative as part of NATO's 2030 Key Requirement Area. Responsibilities also involve developing CIS survivability and resilience requirements based on PACE principles, initiating urgent projects for resilience improvement, and supporting the review of CIS resilience requirements. The role requires contributing to the Digital Backbone implementation, resolving technical viewpoints, initiating SLA reviews, building a repository of relevant documents, and developing a database of requirements for Redundancy, Resilience, and Survivability. The incumbent may also be required to perform similar duties elsewhere within the organization and undertake temporary duty assignments both within and outside NATO's boundaries, including deployments in support of military operations and exercises.

Required Qualifications:
The position requires a minimum of 4 years of experience in managing projects and programs, with at least 2 years specifically in CIS project management and coordination. Strong coordination skills across various stakeholders, excellent drafting skills for requirements and reports, and the ability to maintain a structured repository of requirements are essential. A university degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or a related discipline is required, along with 2 years of function-related experience. Alternatively, candidates with higher secondary education and advanced vocational training leading to a professional qualification or accreditation, along with 4 years of post-related experience, may also be considered.

Educational Background:
Candidates must possess a university degree in relevant fields such as management information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or related disciplines. Alternatively, candidates with higher secondary education and completed advanced vocational training leading to a professional qualification or accreditation, along with 4 years of relevant experience, will also be considered. In cases of ambiguity, job-specific experience will take precedence over standard education and training levels.

Experience:
The position requires a minimum of 4 years of relevant experience in managing projects and programs, with at least 2 years specifically in CIS project management and coordination. Candidates should demonstrate strong coordination skills and the ability to work effectively across various operational, technical, and policy stakeholders. Experience within strategic military or civilian headquarters or international organizations in similar roles is highly desirable.

Languages:
The mandatory language requirement for this position is English, with a proficiency level of SLP 3333, which includes listening, speaking, reading, and writing. Familiarity with additional languages may be considered an asset, particularly in a multicultural environment.

Additional Notes:
The successful candidate will be appointed as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. The position may require occasional travel and extended hours during high activity periods. The salary will be based on the NATO Grade of the post, with potential allowances based on eligibility.
