Job Overview: The Senior Technical Officer (STO) for Demand Planning Laboratory Services plays a crucial role in providing technical assistance to the National AIDS, Sexually Transmitted Infections and Hepatitis Control Programme (NASHCOP) and other national health programs. This position is responsible for ensuring the effective planning and management of laboratory commodities related to HIV/AIDS, TB, and Malaria. The STO will work closely with various stakeholders, including government entities and implementing partners, to enhance the availability and accessibility of laboratory services across the country. The role requires a strong understanding of supply chain management principles, as well as the ability to analyze data and generate accurate forecasts to inform procurement decisions. The STO will also be involved in capacity building initiatives and will prepare technical reports and guidance materials to support programmatic effectiveness.
Duties and Responsibilities: The duties and responsibilities of the Senior Technical Officer include leading the forecasting and demand planning for laboratory commodities, developing and updating national laboratory supply plans, analyzing consumption and inventory data, preparing quantification reports, and monitoring stock levels and shipment performance. The STO will identify supply chain risks and implement mitigation measures, strengthen the implementation of logistics management information systems (LMIS), and establish key performance indicators for supply chain performance. Additionally, the STO will coordinate with government stakeholders and provide technical assistance and mentorship to national and sub-national counterparts. The role also involves conducting data quality assessments, preparing technical reports, and supporting emergency preparedness and contingency planning efforts.
Required Qualifications: Candidates must possess a strong understanding of supply chain management principles, particularly in the context of laboratory commodities. Proficiency in electronic database management software and online tools is required, along with excellent analytical skills to interpret complex data sets. Strong communication skills are essential for effectively conveying technical information to various stakeholders. The candidate should also demonstrate sensitivity to cultural diversity and possess the ability to work collaboratively across multidisciplinary teams.
Educational Background: A Master's degree in laboratory sciences, Pharmacy, Public Health, Supply Chain Management, Health Logistics, or a related field is required. This educational background is essential for understanding the complexities of laboratory services and supply chain management in the health sector.
Experience: A minimum of 6 years of progressive experience in laboratory commodity forecasting, demand planning, or supply chain management is required. Candidates should have experience in managing data collection and analysis related to logistics and consumption, as well as providing technical assistance in demand planning activities. Experience working with NGOs, government ministries, and donor-funded programs is highly desirable, along with knowledge of Tanzania's health supply chain systems.
Languages: Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Kiswahili to effectively engage with local stakeholders and partners.
Additional Notes: This position is full-time and may require travel of 10% to 25%. FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 68,000,000 - 90,000,000 for annual basic salary.
