Job Overview: The Senior Technical Officer (STO) for demand planning in HIV and TB plays a crucial role in providing technical support to the National AIDS, STIs and Hepatitis Control Program (NASHCOP) and the National TB and Leprosy Program (NTLP) in Tanzania. This position is essential for ensuring the availability and efficient management of HIV and TB commodities, as well as related supply chain systems. The STO is responsible for implementing, monitoring, and continuously improving demand planning activities for HIV and TB, while also providing technical guidance and capacity building to key stakeholders. The role involves addressing challenges and developing strategies to enhance the quality and effectiveness of demand planning activities. Additionally, the STO contributes to knowledge products by creating and managing reports and technical materials related to demand planning for HIV and TB. The position also supports project implementation by evaluating program effectiveness and preparing technical assessment reports, while contributing to business development efforts through proposal writing and strategic partnerships.
Duties and Responsibilities: The Senior Technical Officer will be responsible for a variety of tasks, including providing technical support and guidance to NASHCOP and NTLP to strengthen demand planning and supply chain management for HIV and TB commodities. The STO will oversee the implementation of demand planning, forecasting, and supply planning activities, ensuring that quality HIV and TB commodities are available at all levels of the health system. This includes executing quantification exercises, participating in supply chain reviews, and advocating for best practices in forecasting. The STO will also support the design and evaluation of integrated TB and HIV interventions, monitor supply chain performance, and develop technical briefs and reports to inform best practices. Additionally, the role involves mentoring junior staff, contributing to proposal writing for procurement of commodities, and developing technical proposals and budgets related to demand planning and supply chain strengthening.
Required Qualifications: Candidates must possess a strong understanding of supply chain management principles, demand planning, and forecasting methodologies, particularly in the context of HIV and TB programs. Proficiency in database management software and online search tools is required, along with a solid understanding of public health supply chain systems and commodity management processes. Excellent communication skills are essential for effectively conveying technical information to various stakeholders, including government counterparts and donors. The ability to analyze complex data sets and identify trends is also crucial for supporting forecasting and planning activities.
Educational Background: A Master’s degree (or international equivalent) in public health, Pharmacy, Laboratory Science, or a related field is required. Candidates should have a minimum of six years of professional experience in commodity forecasting, quantification, demand planning, or supply chain management.
Experience: The position requires a minimum of 6+ years of progressively responsible experience in national quantifications for HIV/AIDS and TB commodities, as well as demand planning or supply chain management at either the national or sub-national level. Experience working with NGOs, government ministries, implementing partners, donors, or private organizations is essential. Familiarity with Tanzania’s health supply chain systems and HIV, TB commodity management is highly desirable.
Languages: Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The position is full-time and may require travel of 10% to 25%. FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 68,000,000 - 90,000,000 for annual basic salary.
