Job Overview: The Advocacy and Humanitarian Mine Action Specialist will play a crucial role in overseeing the technical leadership of advocacy and policy initiatives related to Humanitarian Mine Action, Victim Assistance, and disability inclusion in Afghanistan. This position is primarily responsible for the Norad-funded project and will involve engaging with various stakeholders, including government authorities, UN agencies, and organizations representing persons with disabilities. The Specialist will be expected to strengthen coordination, influence policy, and promote inclusive humanitarian mine action. The role encompasses four main responsibilities: providing technical expertise and quality assurance for advocacy and policy development, enhancing HI's technical influence and strategic partnerships, contributing to business development and sustainability of advocacy initiatives, and building the capacity of the national Advocacy Technical Officer to ensure continuity of advocacy efforts beyond the international assignment.
Duties and Responsibilities: The Specialist will be responsible for developing and implementing Afghanistan's Humanitarian Mine Action advocacy strategy, ensuring alignment with HI's global technical frameworks and advocacy standards. Key duties include leading the design and regular updating of the project advocacy strategy, providing high-level technical guidance for advocacy activities, conducting stakeholder mapping and context analysis, and developing evidence-based advocacy products. The Specialist will also strengthen coordination between various actors involved in rehabilitation, victim assistance, and disability inclusion, and will be tasked with monitoring technical quality and recommending adaptive measures to improve advocacy effectiveness. Additionally, the role involves representing HI in national coordination mechanisms, establishing strategic relationships with key stakeholders, and contributing to the development of new project proposals that integrate advocacy components and sustainability strategies.
Required Qualifications: Candidates must possess a minimum of 5 years of progressively responsible professional experience in advocacy, policy development, humanitarian mine action, disability inclusion, or related fields. Proven experience in providing technical leadership and capacity building to project teams and engaging with government institutions and humanitarian coordination mechanisms is essential. Experience in humanitarian, conflict-affected, or fragile contexts is required, with a strong asset being prior experience in Afghanistan or similar environments. Candidates should demonstrate strong interpersonal skills, leadership capabilities, and the ability to work effectively under pressure in complex situations.
Educational Background: A relevant educational background is required, typically including a degree in international relations, humanitarian studies, social sciences, or a related field. Advanced degrees or specialized training in advocacy, humanitarian mine action, or disability inclusion will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant professional experience, with a focus on advocacy, policy development, and humanitarian action. Candidates should have a proven track record of engaging with various stakeholders, including government authorities, UN agencies, and civil society organizations, and should be adept at navigating complex humanitarian environments.
Languages: Fluency in written and spoken English is mandatory. Knowledge of additional languages relevant to the region or the humanitarian context may be considered advantageous but is not required.
Additional Notes: The position is an 11-month international contract starting in early November 2026, based in Kabul. The contract includes social coverage adapted to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2757 € gross per month, with additional benefits including a per diem of 622 € net per month, a hardship allowance of 500 € net per month, 25 days of paid leave per year, and a rest and recuperation period of 5 days every 8 weeks. The position is unaccompanied, and housing will be collectively managed by HI.
