Job Overview: The HR and Admin Assistant position is crucial for implementing the delegated responsibilities of Human Resources and Administration within the Kabul CRC office. This role focuses on ensuring that NRC policies, procedures, and tools are effectively applied in the office, with a primary emphasis on HR and administrative functions. The HR and Admin Assistant will be responsible for maintaining accurate records, supporting recruitment processes, and ensuring compliance with local regulations. Duties and Responsibilities: The HR and Admin Assistant will undertake a variety of duties and responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing the support function portfolio according to the action plan; preparing and developing status reports for management; maintaining proper filing of documents; assisting in the review of job descriptions for accuracy; managing the collection and organization of CVs for recruitment; acting as an administrator during applicant testing and interviews; maintaining training and leave records for employees; updating HR databases and personal files; ensuring timely processing of recruitment files, attendance, and timesheets; supporting staff in obtaining Tax Identification Numbers and National Work Permits; managing correspondence with government and other agencies; arranging accommodation for staff; overseeing office supplies and facilities; ensuring timely payment of premises rent and utilities; processing payroll and final payments for staff; and finalizing monthly lunch menus in consultation with staff. The assistant will also be responsible for any other tasks assigned by the supervisor.
Required Qualifications: Candidates for the HR and Admin Assistant position must possess a Bachelor's Degree in Business Administration, Administration, or Management. A minimum of three years of relevant work experience in HR and Administration within humanitarian organizations or NGOs is required. Applicants should have participated in at least three training courses related to Human Resources and completed a Basic English Language Course. Proficiency in Microsoft Office, particularly Excel, is essential, along with a sound understanding of the local context and HR issues. Candidates must demonstrate fluency in written and spoken English, possess the ability to work additional hours when necessary, and be flexible, accountable, goal-oriented, and visionary. Knowledge of cash-based interventions and market-based programs is also advantageous.

Additional Notes: The position is full-time and based in Kabul, Afghanistan. The salary will be determined based on the NRC Afghanistan Salary Scale, and the organization offers medical coverage for staff and up to four dependents. Employees will receive leave and holidays in accordance with Afghanistan Labor Law, as well as a monthly top-up credit card.
