Job Overview:
The National Project Officer - Skills Development will play a crucial role in the implementation of the PROSPECTS Partnership Programme, which aims to address the challenges posed by large mixed migration movements and support the socio-economic inclusion of forcibly displaced persons. This position is based in Khartoum and involves working closely with various stakeholders, including government agencies, NGOs, and international organizations. The officer will be responsible for ensuring that the project's objectives are met at the field level, adhering to the ILO's financial and operational procedures. The role requires a strong understanding of skills development, labor market trends, and the socio-economic context of the region, particularly in relation to the water supply rehabilitation project. The officer will also be involved in capacity building, training, and the development of partnerships to enhance the skills of the local workforce, particularly in the water sector.

Duties and Responsibilities:
The National Project Officer will have a wide range of responsibilities, including:

• Analyzing economic and labor market trends to align skills development interventions with broader policy frameworks.
• Supporting the effective implementation of the programme by providing inputs, delivering outputs, and planning, monitoring, and evaluating activities.
• Managing funds and budgets allocated to the programme in accordance with ILO regulations.
• Collaborating with technical staff from government agencies and other partners to facilitate knowledge sharing and implementation of skills development programmes.
• Initiating partnerships with organizations focused on education and training to enhance synergies with other skills initiatives.
• Coordinating project implementation through discussions with partners, field visits, and progress report analysis.
• Designing and monitoring apprenticeship and work-based learning programmes, ensuring alignment with ILO standards.
• Supporting the integration of skills development into labor-based water infrastructure rehabilitation works.
• Engaging with the ILO in planning and implementation of the UN Sudan Interim Cooperation Framework. 1
• Preparing periodic reports on programme activities and identifying training needs for partners.

Required Qualifications:
Candidates must possess a first-level university degree (BA or equivalent) in development, social science, economics, labor, technical and vocational education, Water Engineering, Civil Engineering, or a related field. Additionally, candidates should have a good understanding of skills development, TVET expertise, labor market dynamics, and social policies. Proven ability to take ownership of responsibilities, act with integrity, and meet commitments is essential. Strong interpersonal skills and the ability to work effectively in a team are also required, along with excellent written and verbal communication skills.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as development, social science, economics, labor, technical and vocational education, Water Engineering, or Civil Engineering. This educational foundation is crucial for understanding the complexities of skills development and project management in the context of socio-economic challenges faced by displaced populations and host communities.

Experience:
Candidates should have at least two years of experience in skills development, project design, management, and implementation. Experience working with the United Nations or relevant government ministries, particularly in crisis and refugee settings, is highly desirable. Familiarity with the policy-making process and the ability to navigate complex socio-economic environments will be beneficial for this role.

Languages:
A strong command of English is mandatory for this position, as it is the primary language of communication within the ILO and with international partners. Additionally, a working knowledge of Arabic is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of project implementation.
