Job Overview:
The WHO Administrative Officer position is critical for supporting the Regional Director in managing the Office of the Regional Director effectively. The incumbent will provide legal counsel on WHO's operations in the African Region, advising on the legal implications of strategic decisions and partnerships. This role involves reviewing official documentation, interpreting rules and regulations, and assisting in the legal preparation for high-level meetings. The Administrative Officer will also draft and review resolutions and procedural documents to ensure compliance with WHO's legal framework, propose strategies to mitigate legal exposure, and support the execution of administrative decisions requiring legal expertise. The position demands a proactive approach to strengthening the capacity of the Office and may involve additional duties as required.

Duties and Responsibilities:
  • Provide legal counsel to the Regional Director and senior leadership on WHO's operations in the African Region.
  • Advise on the legal implications of strategic decisions, partnerships, and regional initiatives.
  • Review official documentation and interpret rules and regulations to enhance efficiency and mitigate risks.
  • Assist in the legal preparation and conduct of the WHO Regional Committee and other high-level meetings.
  • Draft and review resolutions, declarations, and procedural documents to ensure compliance with WHO's legal framework.
  • Propose strategies to mitigate legal exposure and ensure compliance with WHO standards.
  • Support the execution of administrative decisions that require legal expertise.
  • Assist the Regional Director in strengthening the capacity of his Office.
  • Perform other related duties as required or instructed, including providing support to other areas of work.

Required Qualifications:
Essential: A First University Degree in law, preferably with specialization in international law, public health law, or administrative law. Desirable: An advanced University degree in law would be an added asset. Candidates must demonstrate the ability to multi-task and complete assignments efficiently while adhering to deadlines and shifting priorities. Skills in developing regional legal strategies for public health, identifying legal risks, and proposing mitigation measures are essential. Excellent planning and organizational skills, along with the ability to act independently and exercise mature judgment, are also required. Candidates should possess strong analytical and conceptual skills, with the ability to think beyond boundaries.

Educational Background:
Candidates must hold a First University Degree in law, with a preference for those specializing in international law, public health law, or administrative law. An advanced University degree in law is desirable and would enhance a candidate's qualifications for the position.

Experience:
Candidates should have at least 5 years of professional experience in legal advisory roles, ideally within government or public health institutions. Experience working in or with African countries or regional bodies is considered desirable and would be beneficial for the role.

Languages:
Essential: Expert knowledge of English is required, along with intermediate knowledge of French. The language requirements are interchangeable, and proficiency in both languages would be advantageous for the position.

Additional Notes:
The remuneration for this position includes an annual base salary starting at USD 71,335, with additional variable post adjustments reflecting the cost of living in Brazzaville. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children. The position is subject to WHO Staff Regulations and Rules, and candidates should be aware that WHO has a zero-tolerance policy towards sexual exploitation and abuse, sexual harassment, and other forms of abusive conduct.
