Job Overview:
The position of WHO Consultant Roster Experts in Monitoring, Evaluation, Implementation Project is designed to engage experts who will contribute to the MSC Unit's mission by providing specialized knowledge and skills in monitoring and evaluation. The selected consultants will be expected to conduct comprehensive assessments, evaluations, and program audits, delivering actionable recommendations and findings. They will also develop methodologies, frameworks, and guidance documents that are essential for effective program implementation. Additionally, the consultants will create dashboards, scorecards, and analytics products that will aid in performance tracking and reporting. The role involves conducting implementation research, case studies, and foresight exercises to inform strategic decision-making. Furthermore, the consultants will support the implementation of special initiatives and facilitate workshops and leadership sessions, ensuring that outcomes are documented and actionable. The position requires a proactive approach to organizational change and transformation initiatives, with an emphasis on coaching and mentoring to build capacity within the organization.

Duties and Responsibilities:
The duties and responsibilities of the WHO Consultant Roster Experts include but are not limited to: conducting assessments, evaluations, reviews, and program audits with a focus on delivering clear recommendations and findings; developing methodologies, frameworks, standards, and guidance documents to enhance program effectiveness; creating dashboards, scorecards, and analytics products that provide insights into program performance; conducting implementation research, case studies, landscape scans, and foresight exercises to support strategic planning; producing strategic briefs and governance reports that inform leadership decision-making; supporting the implementation of special initiatives that align with organizational goals; facilitating workshops, retreats, and leadership sessions to foster collaboration and action-oriented outcomes; providing coaching, facilitation, and mentoring support to enhance team capabilities and performance; and collaborating with various stakeholders to ensure alignment with organizational objectives and priorities.

Required Qualifications:
Candidates must possess an advanced university degree at the master’s level or higher in a field relevant to the deliverables outlined in the job description. A minimum of five years of relevant professional experience is required, demonstrating a strong track record in at least one of the specified areas of expertise. Experience working with international organizations, governments, academia, NGOs, or development partners is essential. Candidates should exhibit strong analytical, report-writing, and communication skills, as well as experience within WHO, UN agencies, multilateral organizations, or public institutions. Fluency in English or French is mandatory, while proficiency in Portuguese is considered an asset.

Educational Background:
The educational background required for this position includes an advanced university degree at the master’s level or higher in a relevant field. This could encompass areas such as public health, social sciences, international development, or any other discipline that aligns with the deliverables of the consultancy. Candidates are expected to have obtained their qualifications from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
The level of experience needed for this position is a minimum of five years in relevant professional roles. Candidates should have a demonstrated track record in monitoring and evaluation, organizational change management, or related fields. Experience with international organizations, particularly in health or development sectors, is highly valued. Languages:
Fluency in English or French is mandatory for this position, as these languages are critical for effective communication within the organization and with external partners. Additional Notes:
This consultancy position is off-site (home-based), and while travel is not anticipated, occasional travel may be required based on operational needs. The remuneration for this position falls within Band level B, with monthly compensation ranging from USD 7,000 to USD 9,98
