Job Overview:
The Senior Monitoring, Evaluation, and Learning (MEL) Officer will play a crucial role in the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Ghana. This position involves providing technical support for the design and implementation of the project, which includes developing and updating the performance monitoring plan, creating data collection tools, and tracking implementation progress. The MEL Officer will be responsible for advising the project team on priority actions to achieve results, overseeing the preparation of project reports, and disseminating success stories and lessons learned. The role requires close collaboration with both the STRIDES project team and the Headquarter (HQ) teams to evaluate programmatic effectiveness and provide technical assessment reports. The MEL Officer will also manage data collection activities and ensure adherence to monitoring and evaluation guidance and requirements.

Duties and Responsibilities:
The duties and responsibilities of the Senior MEL Officer include providing overall technical direction and guidance to project staff, leading program evaluations, and managing strategies for technical assistance. The officer will coordinate activities to meet funder and FHI 360’s regulatory requirements, develop technical briefs and reports, and conduct analyses to identify areas for improvement. Additionally, the MEL Officer will support project activities, monitor deliverables, and provide any other necessary MEL technical support. The role requires fostering information exchange among project staff and ensuring that project implementation adheres to FHI 360’s standards and procedures.

Required Qualifications:
Candidates must possess in-depth knowledge of monitoring and evaluation concepts, practices, and procedures. They should have experience in developing scopes of work and deliverables for partners and consultants, as well as a broader understanding of quality standards. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. Strong project management skills and the ability to influence and collaborate with others are essential for this role.

Educational Background:
A Master’s degree in public health, epidemiology, biostatistics, or a related field is required for this position. Candidates with an international equivalent degree will also be considered. The educational background should reflect a strong foundation in health-related disciplines, particularly those relevant to monitoring and evaluation.

Experience:
The position requires a minimum of 6 years of relevant experience in strategic information, monitoring, evaluation, and learning, particularly in managing data collection for health projects. Candidates should have knowledge and experience with health information systems in Ghana and prior work experience in NGOs, government agencies, or private organizations. Experience with digital data collection tools and proficiency in data management and analytic software such as MS Excel, MS Power BI, Tableau, SAS, SPSS, or Stata is also necessary.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context in Ghana.

Additional Notes:
The expected hiring salary range for this role is indexed to USD 20,000 - 30,000 for annual basic salary.
