Job Overview:
The HIV Technical Advisor position is a senior role within the FHI 360 EpiC project in Ghana, which is part of a global initiative funded by PEPFAR and USAID. The advisor will provide technical guidance and leadership to ensure the successful implementation of the EpiC work plan, aimed at achieving the UNAIDS 95-95-95 targets by 203

• This role involves improving the availability and accessibility of HIV services, optimizing resources, and strengthening systems to ensure sustainability and domestic resource mobilization. The advisor will work closely with various stakeholders, including the Ghana Ministry of Health and local health services, to enhance the quality and effectiveness of HIV prevention, treatment, and care services.

Duties and Responsibilities:
The HIV Technical Advisor will lead the development and implementation of community- and facility-level HIV activities, ensuring alignment with national and donor requirements. Responsibilities include serving as the technical lead for HIV treatment and continuity of care, providing clinical guidance and mentorship to staff and health facilities, and collaborating with government and civil society organizations to operationalize implementation plans. The advisor will also represent FHI 360 at national and international meetings, develop quality clinical and community SOPs, strengthen referral systems, and contribute to data quality assessments and reporting. Additionally, the advisor will support capacity assessments and transition planning for sustainable HIV programming, monitor implementation progress, and contribute to stakeholder consultations and workshops.

Required Qualifications:
Candidates must possess a Master’s degree in Public Health, Health Administration, Management, Social Work, Business Administration, Social Sciences, or a related field. A relevant PhD or equivalent combination of education and experience may also be considered. The position requires at least 12 years of experience in public health, with substantial HIV experience, including at least 8 years managing international health/HIV programs and 3 years in a leadership role. Candidates should have demonstrated technical expertise in HIV prevention and care, experience with USAID or PEPFAR programs, and strong analytical and communication skills.

Educational Background:
A Master’s degree in a relevant field such as Public Health or Health Administration is required, with a PhD or equivalent experience being a plus. The educational background should reflect a strong foundation in health systems, public health principles, and management practices relevant to HIV programming.

Experience:
The position requires a minimum of 12 years of experience in public health, with a focus on HIV programs. Candidates should have substantial experience managing multi-year international health programs, with at least 3 years in a leadership or management role. Experience working with USAID or PEPFAR-supported programs is highly desirable, as is a proven track record in designing and implementing effective public health strategies.

Languages:
Fluency in written and spoken English is mandatory. Proficiency in additional languages relevant to the Ghanaian context may be considered an asset, although English is the primary language of communication for this role.

Additional Notes:
This position is full-time and based in Accra, Ghana. The expected hiring salary range is between USD 30,000 - 40,000 annually, depending on experience and qualifications.
