The UN RCO in Mali is tasked with supporting the country's development priorities and facilitating partnerships to achieve the SDGs.

Job Overview:
The UN Partnerships Officer position is located within the United Nations Resident Coordination Office (RCO) in Mali. The role primarily involves providing strategic support for the development and coordination of partnerships aimed at achieving the Sustainable Development Goals (SDGs). The officer will work closely with the UN Country Team (UNCT) and the Resident Coordinator to develop and implement the UN Partnership Strategy, which aligns with the UN Sustainable Development Cooperation Framework. This position requires a proactive approach to building relationships with civil society, the private sector, and other stakeholders to foster collaboration and resource mobilization. The officer will also be responsible for monitoring and assessing partnership initiatives, identifying risks and opportunities, and providing substantive support for resource mobilization strategies. The role emphasizes the importance of innovative approaches to partnership development and financing for sustainable development.

Duties and Responsibilities:

• Provide substantive support for strategic planning and coordination of UNCT partnerships with civil society, private sector, and other stakeholders for SDG achievements.
• Advise on the development and implementation of the UN Partnership Strategy in alignment with the UN Sustainable Development Cooperation Framework.
• Support the establishment of a UNCT working group for effective implementation and monitoring of the partnership strategy.
• Conduct liaison and coordination with UN entities to define a value proposition for local partnerships.
• Serve as a key entry point for external stakeholders seeking to partner with the UNCT.
• Build strong relationships with development partners, government, private sector, and civil society.
• Provide support in identifying risks and opportunities related to partnerships and suggest mitigation measures.
• Assist in the development and implementation of locally tailored partnerships and resource mobilization strategies.
• Monitor and analyze existing resource mobilization partnerships and relationships. 1
• Support the UNCT in preparing the Funding Framework of the UN Sustainable Development Cooperation Framework. 1
• Advise on corporate policies related to resource management and pooled funds. 1
• Contribute to knowledge management and capacity development regarding partnerships and resource mobilization.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should have a proven track record in designing and implementing partnerships, as well as experience in resource mobilization strategies. Knowledge management in development cooperation is desirable, along with experience in applied partnerships in areas such as food systems, digital transformation, energy, climate action, and public-private partnerships. Experience in preparing project/programme proposals and supporting financing of SDGs is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation is required. Candidates should have experience in developing strategic partnerships across various sectors and in designing and implementing effective partnerships. Experience in resource mobilization strategies and knowledge management is also desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of II in reading, writing, listening, and speaking for both languages according to the UN Language Framework.

Additional Notes:
This position is open to nationals of Mali only, and the appointment is for an initial period of one year, subject to satisfactory performance and availability of funds. The role is categorized as a National Professional Officer position, meaning candidates must be of the nationality of Mali. If no suitable local candidate is identified, Mali nationals residing elsewhere may be considered, but they will be responsible for any relocation costs.
