Job Overview:
The position of coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator is crucial for overseeing financial and accounting activities in Bamako. This role is pivotal in enhancing the financial management of the mission, ensuring the quality of financial closures, producing financial reports, monitoring budgets, ensuring compliance with financial operations, managing audits, and strengthening the financial capacities of the teams in the offices. The Finance Coordinator also plays a significant role in the continuous improvement of financial processes, managing financial risks, and supporting program and support teams to ensure efficient resource utilization and project implementation in accordance with NRC and donor requirements. This position requires a proactive approach to financial management and a commitment to maintaining high standards of accountability and transparency.

Duties and Responsibilities:
The Finance Coordinator will have a range of responsibilities, including but not limited to: being the hierarchical supervisor of direct reports; facilitating the implementation of NRC systems and procedures while ensuring adherence to SOPs, policies, manuals, and donor requirements; preparing, monitoring, and regularly updating the Master Budget; developing, updating, and submitting project budgets; preparing financial reports for donors; coordinating the preparation and submission of the BRS; managing the electronic archiving of accounting documents; providing technical support to programs and the finance team. Specific responsibilities include implementing internal control systems, enhancing the capacities of finance officers and assistants in Bamako, managing NRC Mali's bank accounts, supporting program and support teams in budget development and financial reporting, coordinating the annual preparation of the Master Budget according to headquarters and country office guidelines, regularly updating the Master Budget and analyzing its coverage, consolidating mission expenditure plans, ensuring timely submission of financial reports to donors, coordinating the review, allocation, and timely payment of monthly salary statements for national staff, ensuring the quality of monthly closures, coordinating and consolidating the preparation of the monthly BRS, and strengthening the management of implementing partners. The Finance Coordinator will also be responsible for coordinating electronic and physical archiving of accounting documents and assisting in the preparation of documents and the execution of audits for projects and missions, along with any other tasks assigned by their supervisor.

Required Qualifications:
Candidates must possess at least one year of professional experience as a coordinator in an accounting and financial function within a humanitarian context. A minimum educational qualification of Bac + 4 in accounting and business management is required. Additionally, candidates should have professional experience in budget management and reporting for grants from various donors such as NORAD, ECHO, SIDA, EU, SDC, FHRAOC, and the U.S. State Department. Proficiency in the Agresso accounting software (Unit 4) and budgeting tools (Donor budget) is essential. Experience in complex and unstable contexts is also necessary, along with proven results in the responsibilities of the position. Candidates should have a good command of English as an asset and be proficient in computer tools (Excel/Word), Internet, and other software.

Educational Background:
The educational background required for this position includes a minimum of a Bac + 4 degree in accounting and business management. This educational foundation is critical for understanding the complexities of financial management within a humanitarian organization and for effectively carrying out the responsibilities associated with the role.

Experience:
The position requires candidates to have at least one year of professional experience in a financial and accounting coordination role, particularly within a humanitarian context. This experience should demonstrate the candidate's ability to manage financial processes, oversee budgets, and ensure compliance with donor requirements, as well as their capacity to work effectively in challenging environments.

Languages:
Proficiency in French is mandatory for this position, given the operational context in Mali. A good command of English is considered an asset, as it may facilitate communication with international partners and stakeholders. Knowledge of additional languages relevant to the region may also be beneficial.
