Job Overview:
The Human Rights Officer/Investigator position is critical within the OHCHR's Human Rights Inquiries Branch, specifically focusing on the Group of Human Rights Experts on Nicaragua. The incumbent will be responsible for conducting thorough investigations into human rights violations, employing various research methods and tools to gather and analyze information. This role requires a deep understanding of international human rights law and the ability to engage with victims and witnesses to corroborate allegations. The officer will also monitor trends in human rights violations and ensure that investigations are conducted with a gender-sensitive approach. Duties and Responsibilities:
The Human Rights Officer/Investigator will undertake a range of responsibilities, including: researching and analyzing information related to human rights and international law; conducting interviews with victims and witnesses; monitoring trends in human rights violations; employing various tools for geolocation and verification of evidence; identifying alleged perpetrators; organizing missions to sites of violations; ensuring the protection of victims and witnesses; drafting analytical documents and reports; integrating gender perspectives into all stages of the investigation; and performing other related duties as required. The role requires a proactive approach to problem-solving and the ability to work collaboratively with team members and external stakeholders.

Required Qualifications:
Candidates must possess in-depth legal knowledge and practical experience in international human rights law, with a comprehensive understanding of legal and human rights issues. Strong analytical skills and the ability to conduct legal research on complex issues are essential. Proficiency in legal writing and the ability to prepare various legal documents under time pressure are required. Candidates should demonstrate a commitment to gender equality and the ability to work effectively in a team environment. The role also requires excellent communication skills, both written and verbal, and the ability to engage with diverse audiences.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that candidates have the necessary theoretical and practical knowledge to perform effectively in this role.

Experience:
A minimum of five years of progressively responsible work experience in human rights is required, with at least two years specifically focused on human rights monitoring or investigations related to international human rights law, international humanitarian law, or international criminal law. Relevant experience in the Latin America region is desirable, as is experience in interviewing victims and witnesses of human rights violations. This level of experience is crucial for the incumbent to navigate the complexities of human rights investigations and to engage effectively with affected communities.

Languages:
For this position, proficiency in English and Spanish is required, with both languages being the working languages of the United Nations Secretariat. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as per the UN Language Framework. Knowledge of French is an asset but not mandatory. The ability to communicate effectively in these languages is essential for conducting interviews, drafting reports, and collaborating with colleagues and stakeholders.
