Job Overview:
The Procurement/Logistics Assistant will provide essential support to the WHO country office in Djibouti, focusing on the timely procurement of goods and services. This role is crucial for ensuring the effectiveness, transparency, and integrity of the procurement process. The incumbent will work under the direct supervision of the Operations Manager and the overall supervision of the Operations Officer, performing day-to-day tasks independently while addressing complex issues in consultation with supervisors. The position requires adherence to WHO procurement guidelines and administrative instructions, with responsibilities that include initiating local purchase requests, preparing procurement reports, and maintaining supplier databases. The role is vital for supporting WHO's mission to implement health cooperation strategies in alignment with Member States' health agendas.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including:
  • Participating in the analysis and preparation of procurement for goods related to technical and emergency programs, ensuring compliance with WHO guidelines and accuracy of information.
  • Initiating local purchase requests using the Global Supply Management (GSM) system, monitoring the status of requests, and ensuring timely processing and delivery of goods and services.
  • Assisting in drafting bid invitations, compiling offers, and preparing summaries of bids, including price and conditions of offers.
  • Arranging meetings for the Country Procurement Committee and disseminating necessary background documents.
  • Maintaining and updating the suppliers’ database and completing supplier evaluation forms.
  • Preparing periodic procurement reports and assisting in correspondence to verify data and address queries.
  • Performing other related duties and providing support to colleagues as needed.

Required Qualifications:
Candidates must possess strong analytical skills, attention to detail, and the ability to work independently while managing multiple tasks. Proficiency in procurement processes and familiarity with WHO guidelines are essential. The role requires effective communication skills and the ability to collaborate with various stakeholders. Candidates should demonstrate integrity and a commitment to transparency in all procurement activities.

Educational Background:
A relevant educational background is required, typically including a degree in business administration, supply chain management, logistics, or a related field. Additional certifications in procurement or logistics management would be advantageous and demonstrate a commitment to professional development in this area.

Experience:
Candidates should have a minimum of 2-3 years of experience in procurement, logistics, or supply chain management, preferably within an international organization or a similar environment. Experience with WHO or UN procurement processes would be highly beneficial, as would familiarity with the Global Supply Management (GSM) system.

Languages:
Fluency in English is mandatory, and knowledge of French is highly desirable, given the operational context in Djibouti. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

This position is based in Djibouti and is intended for candidates residing in the country. The role is a full-time assignment, and the incumbent will receive a Monthly Volunteer Living Allowance (VLA) of DJF 296,333, along with annual and learning leaves, medical and life insurance, and access to various learning platforms.
