Job Overview: The International Operations Manager (IOM) plays a pivotal role in supporting the delivery of the UNFPA country programme, which is aligned with the 2030 Agenda for Sustainable Development. The IOM is responsible for leading strategic planning for UNFPA operations, setting management targets, and overseeing outsourced services. This position encompasses a broad portfolio that includes financial management, procurement, information technology, travel and logistics, and common services. The IOM collaborates with regional experts to ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and personnel, and works with other UN agencies to implement the Business Operations Strategy (BOS). The IOM also provides strategic advice to the Representative on compliance, cost-effectiveness, and innovative responses to complex challenges, ensuring that the operations align with the overall mission of UNFPA to improve the lives of vulnerable populations.
Duties and Responsibilities: The IOM is accountable for the effective development and delivery of the Country Programme, focusing on population and development, and universal access to sexual and reproductive health and rights. Key responsibilities include: A. Strategic Direction of UNFPA Operations: Contributing to the delivery of the country programme, ensuring operations are effective and transparent, and meeting management targets. B. Day-to-Day Management: Overseeing financial management, ensuring integrity in financial systems, supervising operations staff, and monitoring procurement and project support services. C. Human ResourcesAdministration: Coordinating HR administration, providing advice on HR processes, and implementing global HR procedures. D. Common Services Coordination: Supporting the establishment and management of common services with other UN agencies. E. Safety and Security: Ensuring compliance with security standards and representing UNFPA in security management teams. F. Partnership Building: Representing UNFPA in inter-agency meetings and promoting a client-oriented approach among operations staff. The IOM may also be required to perform other duties as assigned by the County Representative or Regional Office management.
Required Qualifications: Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or a related field. They should have a minimum of seven years of experience in development within governmental, multilateral, or civil society organizations, including at least three years in team management within complex organizational settings. Strong relationship-building skills, a focus on results, and the ability to respond positively to feedback are essential. Candidates should also have solid knowledge in procurement, financial and human resources management, and the ability to lead strategic planning and results-based management.
Educational Background: A postgraduate university degree in relevant fields such as Public Administration, Business Administration, Economics, Management, or other related disciplines is required for this position. This educational background is crucial for understanding the complexities of operations management within the context of international development and humanitarian assistance.
Experience: Candidates should have at least seven years of relevant experience in development, with a strong emphasis on managing teams in a multicultural environment. Experience in international development, particularly in humanitarian contexts, is highly desirable. Field experience is essential, and candidates should demonstrate a commitment to the principles of the United Nations and the ability to sustain and advance partnerships.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly in regions where UNFPA operates, as it can enhance communication and collaboration with diverse stakeholders.
