The Access and security" style="border-bottom: 1px dotted #007bff !important;">security-advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor role at NRC is designed for a dedicated, resilient, and dynamic professional who will contribute to enhancing the humanitarian access and security analysis capabilities of the Security Working Group and partner organizations within the INGO Forum in Venezuela. This position is crucial for ensuring meaningful humanitarian access based on principles, and the advisor will be responsible for providing systematic analysis and reports on humanitarian access for INGO Forum member organizations. The role involves generating knowledge through evidence collection, data gathering, and prospective analysis, as well as offering practical advice and technical support for humanitarian negotiations and security recommendations. The advisor will also play a key role in monitoring and updating the context, identifying potential risks, and generating alerts about emerging situations, thereby facilitating informed decision-making among stakeholders.

Duties and Responsibilities:
The Access and Security Advisor will have a comprehensive set of responsibilities, including:

• Providing systematic analysis and reports on humanitarian access for INGO Forum member organizations to facilitate informed decision-making.
• Contributing to knowledge generation, including evidence collection, data gathering, and prospective analysis, while supplying practical advice and technical support for humanitarian negotiations and security recommendations.
• Supporting coordination efforts by monitoring and periodically updating the context, identifying potential risks, and generating alerts regarding emerging situations.
• Developing a context-specific analytical framework to guide data collection processes and the development of associated products that facilitate the identification, collection, and integration of information generated by INGO Forum member organizations.
• Utilizing various information collection methods based on situational assessments and available resources, including regular field visits, remote interactions with community members and key stakeholders, periodic remote monitoring through a network of key informants in priority locations, and social media monitoring.

Required Qualifications:
Candidates must possess a university degree, preferably in relevant fields related to humanitarian access and security. They should demonstrate strong verbal and written proficiency in English (minimum B2 level) and have relevant skills, knowledge, and experience related to the context. A minimum of three years of experience in humanitarian access analysis and security is required, along with experience in developing data collection methodologies and analytical frameworks. Candidates should also have experience in monitoring and analyzing narratives, a demonstrated understanding of the context and sensitivities related to conflicts in Venezuela and the region, resilience, and the ability to work under pressure. Proven ability to engage with a wide range of public and private partners, experience working with minimal supervision while maintaining strong personal initiative, and communication skills to coordinate multiple lines of work simultaneously are essential. A solid understanding of the humanitarian context of international non-governmental organizations (INGOs) is also necessary.

Educational Background:
The educational background required for this position includes a university degree in a relevant field, such as international relations, humanitarian studies, security studies, or a related discipline. Candidates with advanced degrees or specialized training in humanitarian access and security will be given preference, as these qualifications will enhance their ability to perform the duties of the role effectively.

Experience:
The position requires a minimum of three years of relevant experience in humanitarian access analysis and security. Candidates should have a proven track record of developing methodologies for data collection and analytical frameworks, as well as experience in monitoring and analyzing narratives within the humanitarian context. Experience working in complex emergency settings, particularly in Venezuela or similar regions, is highly desirable, as it will provide valuable insights into the challenges faced by displaced populations and the operational environment for humanitarian organizations.

Languages:
Proficiency in English is mandatory, with a minimum B2 level required for both verbal and written communication. Knowledge of Spanish is highly advantageous, as it will facilitate effective communication with local stakeholders and community members. Additional language skills relevant to the region may also be beneficial, enhancing the advisor's ability to engage with diverse populations and partners.

Additional Notes:
This position is a national contract based in Caracas, Venezuela, with a duration of six months, subject to renewal based on budget and performance. The compensation and benefits will be in accordance with NRC's salary scales, and the position is classified as Grade
