Job Overview:
The Emergency Manager position at UNICEF Venezuela is a critical role aimed at leading the Country Office's response to significant humanitarian operations, particularly following the recent earthquakes that have devastated parts of the country. The Emergency Manager will be responsible for setting the strategic direction for emergency preparedness and response, providing technical leadership across various sectors, and representing UNICEF in high-level coordination efforts with government entities, UN agencies, and humanitarian partners. This position requires a seasoned crisis leader who can effectively manage teams under pressure and shape both immediate responses and long-term recovery strategies for children and families affected by emergencies. The role is pivotal in ensuring that UNICEF's core commitments to children in humanitarian action are met, particularly in protecting children and addressing their evolving needs in the aftermath of disasters.

Duties and Responsibilities:

• Lead emergency coordination efforts and manage teams effectively to ensure a coherent response to humanitarian crises.
• Develop and implement emergency preparedness plans to enhance UNICEF's readiness for future crises.
• Oversee emergency response operations, ensuring that interventions are timely, effective, and aligned with UNICEF's strategic objectives.
• Manage emergency projects, ensuring that they meet the needs of affected populations, particularly children and women.
• Collaborate with national, regional, and local authorities, as well as UN agencies and humanitarian partners, to coordinate efforts and share resources.
• Provide technical guidance and support to staff and partners involved in emergency response activities.
• Monitor and evaluate the effectiveness of emergency interventions and adjust strategies as necessary to improve outcomes.
• Advocate for the rights and needs of children and families affected by emergencies in all coordination and response efforts.

Required Qualifications:

• A completed Master’s Degree or equivalent in relevant fields such as Social Science, Public Administration, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or related areas is required.
• A Bachelor’s Degree combined with two additional years of relevant work experience may be accepted in lieu of an advanced degree.
• A minimum of 10 years of professional work experience with progressively greater management responsibilities in emergency and rehabilitation programs is required.
• Demonstrated experience in supervising teams and managing complex projects in emergency settings is essential.
• Strong communication skills and cultural sensitivity are required, along with knowledge of humanitarian principles and international laws.

Educational Background:
Candidates must possess a Master’s Degree or equivalent in relevant fields, such as Social Science, Public Administration, or International Relations. A Bachelor’s Degree may be accepted if combined with additional relevant work experience. The educational background should emphasize analysis and advice on the needs of children and women affected by emergencies, ensuring that candidates are well-equipped to address the complexities of humanitarian work.

Experience:
The position requires a minimum of 10 years of professional experience in social planning, research, emergency, and rehabilitation programs at both national and international levels. Candidates should have progressively greater management responsibilities and a proven track record in crisis leadership, particularly in emergency response operations. Experience in politically sensitive environments and with inter-agency coordination systems is also essential.

Languages:
Fluency in both Spanish and English is mandatory for this position. Knowledge of another official UN language, such as Arabic, Chinese, French, or Russian, is considered an asset. This multilingual capability is crucial for effective communication and collaboration in diverse humanitarian contexts.
