Job Overview:
The Emergency Specialist position at UNICEF is crucial for leading emergency preparedness and response efforts in Venezuela, particularly in light of the recent earthquake emergency affecting the central-northern region. The role involves conducting rapid needs assessments, coordinating with government entities, UN agencies, and NGOs, mobilizing resources, and ensuring that life-saving assistance reaches children and families in need. The specialist will be responsible for establishing and implementing emergency preparedness and response plans, ensuring that interventions are effectively monitored and evaluated to guarantee the survival and well-being of affected communities. This position requires a proactive approach to managing emergencies and a commitment to making a tangible impact on vulnerable populations.

Duties and Responsibilities:

• Establish and implement emergency preparedness and response strategies in alignment with UNICEF's mission.
• Develop, plan, and monitor emergency interventions to ensure the survival and well-being of children and mothers in crisis situations.
• Coordinate with various sectors to ensure compliance with emergency plans of action.
• Provide technical advice on emergency management and program implementation.
• Conduct training activities to enhance the emergency preparedness and response capabilities of UNICEF staff and partners.
• Ensure effective communication and information flow regarding the humanitarian situation within the office.
• Address gender issues in emergency preparedness and response plans.
• Collaborate with government and non-governmental organizations to mobilize resources and support for emergency interventions.

Required Qualifications:

• Advanced University Degree (Master's or equivalent) in Social Science, Public Administration, International Public Policy, Public Health, Nutrition and Dietetics, Business Administration, Management/Administration, Social Sciences, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or related fields.
• A Bachelor’s degree in a relevant area combined with two additional years of relevant work experience may be accepted in lieu of an advanced degree.
• Minimum of five years of progressively responsible professional work experience at national and international levels in program/project development, planning, implementation, monitoring, evaluation, and administration.
• Experience working in developing countries is required.
• Knowledge of gender parity and equality principles is essential.

Educational Background:
Candidates must possess a completed Master’s degree or equivalent in relevant fields such as Social Science, Public Administration, International Public Policy, Public Health, Nutrition and Dietetics, Business Administration, Management/Administration, Social Sciences, International Law, or related areas. A Bachelor’s degree in a relevant field, combined with two additional years of relevant work experience, may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of progressively responsible professional work experience at both national and international levels. Candidates should have experience in program/project development, planning, implementation, monitoring, evaluation, and administration, with a strong emphasis on developing country work experience.

Languages:
Fluency in Spanish and English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, or Russian) is considered an asset, enhancing the candidate's profile for the role.

This position is categorized as an elevated risk role for Child Safeguarding purposes, requiring additional vetting and assessment.
