Job Overview: The International Operations Manager (IOM) plays a crucial role in the Regional Office, reporting directly to the Regional Director and being a key member of the Regional Management Team. The IOM is responsible for providing strategic leadership and advice on all operational aspects, including financial resources, budget management, procurement, supply chain management, risk management, and internal controls. This position requires a focus on enhancing operational efficiency and effectiveness, ensuring compliance with UNFPA policies, and supporting the implementation of programs in alignment with corporate priorities. The IOM also oversees the operations team, ensuring that the Regional Office functions smoothly and effectively, while also providing advisory support to Country Offices in the region. The role is strategic in nature, aimed at facilitating program implementation and delivery by addressing the operational needs of various projects managed by the region.
Duties and Responsibilities: The IOM is tasked with providing strategic direction for UNFPA operations within the region, ensuring that operations are carried out effectively and transparently. Responsibilities include setting annual and long-term management targets, monitoring compliance with internal control mechanisms, and acting as the regional audit focal point. The IOM is also responsible for building the capacity of operations staff through coaching and mentoring, creating a learning environment, and institutionalizing best practices. The role involves overseeing operational and staffing requirements for programs, managing services in areas such as budget and financial management, facilities management, and safety and security" style="border-bottom: 1px dotted #007bff !important;">security. The IOM must analyze operational aspects of project inputs, ensure strategic management of financial resources, and maintain optimal staffing levels. Required Qualifications: Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or a related field. A minimum of seven years of experience in development within governmental, multilateral, or civil society organizations is required, with at least three years in a managerial role. Strong relationship-building skills, a focus on results, and the ability to lead strategic planning and results-based management are essential. Candidates should have solid knowledge in procurement, financial and human resources management, and the ability to implement new systems and processes. Experience in international development and a commitment to UN principles are crucial, along with field experience in humanitarian contexts being an asset.
Educational Background: A postgraduate university degree in disciplines such as Public Administration, Business Administration, Economics, Management, or other related fields is required for this position. This educational background is essential to equip candidates with the necessary skills and knowledge to manage complex operations and lead teams effectively in a multicultural environment.
Experience: Candidates should have a minimum of seven years of relevant experience in development, particularly in a governmental, multilateral, or civil society organization. This experience should include at least three years in a managerial capacity within a complex organizational setting.
