Job Overview:
The Local Community Engagement Expert will play a crucial role in enhancing the effectiveness and coordination of UN-Habitat’s Durable Solutions Portfolio. This position is focused on strengthening community-based engagement and planning processes, particularly in relation to Housing, Land, and Property (HLP) topics and access to essential services. The expert will work closely with local leaders, municipal authorities, and relevant partners to ensure that community voices are heard and integrated into planning and decision-making processes. The role involves facilitating community participation, coordinating consultations, and supporting awareness campaigns to promote inclusive land governance and durable solutions for displacement-affected communities. The expert will also contribute to the implementation of the Saameynta Programme, which addresses the challenges of internal displacement in Somalia through innovative and sustainable solutions, aiming to empower cities to integrate IDPs into urban environments.

Duties and Responsibilities:
The Local Community Engagement Expert will have a wide range of responsibilities, including: facilitating meaningful community participation in program implementation; liaising with municipal departments and government counterparts; coordinating community consultations and participatory planning sessions; supporting the implementation and monitoring of community action related to Agreements of Cooperation with municipal authorities; maintaining close working relationships with various stakeholders, including community leaders and implementing partners; organizing coordination meetings and workshops; preparing consultation reports and meeting minutes; representing UN-Habitat in local coordination meetings; contributing to project reports and success stories; supporting the implementation of inclusive land governance activities; assisting in the operationalization of property taxation by-laws; and facilitating municipal task force meetings on housing. The expert will also be responsible for any other assignments as requested by the project manager.

Required Qualifications:
Candidates must possess a first university degree in social development, community engagement, or a related field. Advanced studies in social science, development studies, business administration, or another relevant area are desirable. A minimum of two years of relevant professional experience working with public-sector institutions is required, with demonstrated experience in community engagement and project implementation in collaboration with government institutions and stakeholders. Knowledge of humanitarian and development issues, including gender mainstreaming, is essential, along with experience in engaging and coordinating with various stakeholders. Previous experience with the United Nations or another international organization is also desirable.

Educational Background:
The position requires a first university degree in social development and community engagement or related fields. Advanced studies in social science, development studies, business administration, or another related field are considered advantageous and may enhance a candidate's suitability for the role.

Experience:
The ideal candidate should have at least two years of relevant professional experience, particularly in working with public-sector institutions. This experience should include demonstrated involvement in community engagement and project implementation, showcasing the ability to collaborate effectively with government institutions and other relevant stakeholders. Familiarity with humanitarian and development issues is also important, as is the ability to engage and coordinate with stakeholders at various levels.

Languages:
Fluency in both written and oral English and Somali is mandatory for this position. Proficiency in these languages is essential for effective communication and engagement with local communities and stakeholders.
