Job Overview:
The position of Ingénieur Statisticien Démographe involves contributing to the establishment and implementation of the Gender Data Lab, which aims to centralize, analyze, and disseminate gender-specific statistics using modern tools for visualization and analysis. The consultant will be embedded within the Direction de la Méthodologie, de la Coordination Statistique et de l'Innovation (DMCI) of the Agence nationale de la Statistique et de la Démographie (ANSD) in Senegal. The role requires close collaboration with various experts, including Data Scientists and Web Developers, to ensure the effective functioning of the Gender Data Lab. The consultant will be responsible for diagnosing available gender data, identifying priority indicators, harmonizing data from different sources, and contributing to the development of a knowledge base for an AI chatbot. This position is crucial for enhancing the accessibility and usability of gender statistics in public policy planning and evaluation.

Duties and Responsibilities:
The Ingénieur Statisticien Démographe will undertake several key responsibilities, including: conducting a diagnostic assessment of available gender data within the national statistical system; identifying and documenting priority gender indicators; harmonizing data from various production structures; developing metadata and a data dictionary for the platform; contributing to the functional design of dashboards; ensuring statistical validation of integrated data; participating in the creation of a knowledge base for the AI chatbot; enhancing user capacity; collaborating closely with the scientist" style="border-bottom: 1px dotted #007bff !important;">Data Scientist, Web Developer, Database Manager, and technical directions of the ANSD; and executing any other related tasks as requested by project coordination.

Required Qualifications:
Candidates must possess a degree in Engineering in Statistics and Demography (ISD) or an equivalent qualification. They should have at least two years of professional experience in statistics, demography, data management, or statistical data analysis. A strong understanding of gender statistics, development indicators, and monitoring frameworks related to the Sustainable Development Goals (SDGs) is essential. Additionally, candidates should demonstrate proficiency in statistical analysis methods and data management principles, as well as familiarity with the national statistical system's operations.

Educational Background:
The educational requirement for this position is a degree in Engineering in Statistics and Demography (ISD) or an equivalent qualification. This educational background is critical for understanding the complexities of statistical data analysis and the specific requirements for gender-related data.

Experience:
The position requires a minimum of two years of relevant professional experience in the fields of statistics, demography, data management, or statistical analysis. Candidates should have experience in utilizing and analyzing data from censuses or statistical surveys, as well as a solid understanding of gender statistics and development indicators.

Languages:
Fluency in French is mandatory, with excellent writing skills. Knowledge of English is desirable but not required. Proficiency in both languages would be advantageous for effective communication and documentation.

Additional Notes:
This consultancy is based in Dakar, Senegal, requiring full-time presence at the ANSD (DMCI) office to access necessary technical infrastructure and databases. Occasional travel within Senegal may be required for coordination, data collection, or capacity-building activities, subject to prior agreement with ONU Femmes.
