Job Overview: The position of Trainer on Border Management and Leadership involves delivering a series of training sessions aimed at enhancing the operational and training capacity of the General Inspectorate of Border Police (GIBP) in Moldova. The selected consultant will be responsible for planning, preparing, and delivering training sessions to improve the management skills of border police personnel. This role requires a deep understanding of border management challenges and the ability to address them through effective training methodologies. The training will cover various topics, including modern staff management tools, conflict resolution, negotiation techniques, and occupational stress management. The consultant will work closely with GIBP to ensure that the training meets the specific needs of the border police and aligns with EU standards and best practices as part of Moldova's integration efforts into the EU.
Duties and Responsibilities: The consultant will engage with GIBP to cover requested subjects, plan and prepare training sessions for 50 border officers, develop training materials and agendas, and adopt innovative training methods. Responsibilities include conducting pre- and post-training assessments, preparing reports and presentations, and ensuring that the training is practical and applicable. The consultant will also be required to travel within Moldova as necessary to fulfill the training objectives. The expected outputs include a comprehensive training package and a detailed training report, which will analyze the effectiveness of the training sessions and provide feedback for future improvements.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as Border security" style="border-bottom: 1px dotted #007bff !important;">security/management, Law enforcement/management, International relations, migration, or security studies. Additionally, candidates should have didactic experience in Management and Leadership training with law enforcement authorities, at least 5 years of experience in the law enforcement or border management sector, and prior work experience with international organizations. Excellent drafting skills, the ability to collaborate with national institutions, and a strong understanding of the Moldova context on migration and border management are also required.
Educational Background: An advanced university degree (Master’s or equivalent) in relevant fields such as Border security/management, Law enforcement/management, International relations, migration, or security studies is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical understanding of the complexities involved in border management and law enforcement.
Experience: The position requires at least 5 years of experience in the law enforcement or border management sector, with a focus on didactic experience in Management and Leadership training. Candidates should have a proven track record of supporting national authorities in capacity building, particularly in delivering trainings, workshops, and coaching. Experience working with international organizations is highly desirable, as is a strong understanding of the local context in Moldova regarding migration and border management.
Languages: Good command of English and/or Romanian is required for this position. Proficiency in these languages is essential for effective communication during training sessions and for the preparation of training materials and reports. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The consultancy will be conducted under the auspices of IOM, which covers consultants against occupational accidents and illnesses under the Compensation Plan. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. The appointment is subject to certification of medical fitness, security clearances, and compliance with IOM's zero-tolerance policy on misconduct. The selected consultant will be required to submit a concept note, financial proposal, and CV as part of the selection process. The payment for services will be made in one installment upon submission of all deliverables.
