The IOM Regional Office for Asia and the Pacific (ROAP) is located in Bangkok, Thailand, and covers 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action while providing programmatic and administrative support to the countries within the region.

Job Overview:
The position of Regional Information Management (DTM) Consultant involves supporting the implementation of Displacement Tracking Matrix (DTM) activities within the Asia and Pacific region, particularly in response to the ongoing escalation in the Middle East and beyond. The consultant will work under the direct supervision of the Regional Data Hub Coordinator and will be guided by the Global DTM team. The role requires ensuring compliance with global standards, maintaining the quality of country-level outputs and analysis products, and adhering to IOM's data visualization, dissemination, and sharing procedures. The consultant will also be responsible for streamlining data management and visualizing mixed migration movements, trends, and characteristics across the region. This includes consolidating information and activities conducted at both regional and country levels and expanding such activities as necessary.

Duties and Responsibilities:
The successful candidate will be responsible for a variety of outputs, including:

• Technical Support and Capacity Building: Implementing technical aspects of Regional Data Hub (RDH) Information Management (IM) initiatives, ensuring synergy among various related tools and systems at regional, country, and Headquarters (HQ) levels. This includes supporting the coordination of data management processes of the regional data warehouse and ensuring that data sources are up-to-date.
• Information & Database Management: Designing and adapting Kobo/ODK tools, managing data pipelines, maintaining mission DTM portals, and preparing datasets in line with data-sharing protocols.
• Data Quality, Analysis & Reporting: Conducting systematic quality checks, producing analytical outputs such as factsheets and dashboards, and drafting narrative/technical notes.
• GIS & Visualization: Managing geodatabases, producing maps and dashboards, and supporting anticipatory analysis.
• Coordination, Partnerships & Capacity Building: Providing training and coaching to staff and partners on data protection and ethical data use, while adhering to IOM's data protection standards.

Required Qualifications:
Candidates must possess a Master’s degree from an accredited academic institution in Computer Science, Media, Social Sciences, or any discipline related to Information Management, along with three years of relevant experience. Alternatively, a University degree in the aforementioned fields with five years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Computer Science, Media, Social Sciences, or Information Management. Candidates with a Bachelor's degree in these fields must have additional years of experience to qualify for the position.

Experience:
Candidates should have experience in Information Management, particularly in emergency humanitarian operations, management and coordination of information flows, and data management processes including collection, storage, processing, and analysis. Experience in migration research or general research is advantageous, as is familiarity with data visualization and information design skills. Candidates should also have experience handling confidential and sensitive data.

Languages:
Fluency in English, both oral and written, is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is a consultancy contract for a duration of 9 months, with an estimated start date as soon as possible. The appointment is subject to funding confirmation and the candidate's medical fitness for appointment, as well as verification of residency, visa, and authorizations by the concerned government where applicable.
