Job Overview:
The Senior Health Information System Officer will play a pivotal role in leading the design, implementation, and management of monitoring, evaluation, and learning (MEL) activities under the STRIDES Morocco Activity. This position is crucial for developing and overseeing the project's MEL framework, ensuring that data is accurately collected, analyzed, and reported against agreed targets. The officer will synthesize project data to inform adaptive management decisions and support evidence-based program adjustments. The role requires close collaboration with the project team and donor, leading the preparation of performance reports and contributing to workplan development and donor reporting requirements. Additionally, the officer will focus on enhancing capacity in data collection, analysis, and reporting for actionable disease prevention and response decision-making in Morocco, providing mentorship and capacity-building support to staff and in-country partners on health information systems (HIS) and MEL approaches.

Duties and Responsibilities:
The Senior Health Information Systems Officer will be responsible for leading the design and rollout of the project's MEL framework, including the development and finalization of the Performance Monitoring Plan in coordination with the project team and donor. The officer will provide technical direction and guidance to project staff on health information systems, data management, and MEL in line with project expected outcomes. Key responsibilities include leading activities focused on strengthening multisectoral health data management systems for timely, reliable, and actionable surveillance and outbreak information, improving data review and analysis, enhancing accessibility and interoperability of health surveillance data, and ensuring effective use of infectious disease information systems at health facilities and laboratories. The officer will also design and implement baseline, midline, and endline assessments and evaluations as required under the project workplan, develop and maintain a data quality assurance system, synthesize and analyze project data to identify trends, and develop technical briefs and guidelines to document best practices. Furthermore, the officer will oversee the development and maintenance of data collection tools, databases, and reporting templates, coordinate with technical staff to ensure MEL data informs workplan development, and prepare data visualizations and dashboards to communicate project progress.

Required Qualifications:
The ideal candidate for the Senior Health Information Systems Officer position should possess in-depth knowledge of health information systems, data management, and MEL approaches within a public health context. Familiarity with Morocco's national health information systems and relevant government reporting frameworks is essential. The candidate should demonstrate strong analytical skills, the ability to interpret data, identify errors, and prepare clear reports. Proficiency in dashboard development and data management software such as MS Excel, MS Power BI, Tableau, SAS, SPSS, and Stata is required. Excellent organizational and project management skills, along with strong written and verbal communication skills in Arabic, French, and English, are also necessary. The ability to work collaboratively with diverse teams and government counterparts, as well as problem-solving skills, is crucial for this role.

Educational Background:
Candidates must hold a Master's Degree or its international equivalent in Health Informatics, Public Health, Epidemiology, Statistics, Information Systems, or a related field. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively.

Experience:
Typically, the position requires 6+ years of relevant experience in health information systems, monitoring and evaluation, data management, or a related technical area. Candidates should have demonstrated experience in designing and implementing MEL frameworks, indicator tracking systems, and data quality assurance processes in a public health or global health security" style="border-bottom: 1px dotted #007bff !important;">security context. Experience with health data collection, analysis, and reporting tools and platforms, including electronic health information systems, is essential. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is preferred, along with familiarity with Morocco's health information system landscape and national data reporting structures.

Professional proficiency in Arabic, French, and English is required for this position. Strong written and verbal communication skills in these languages are essential for effective collaboration and reporting.

Additional Notes:
The expected hiring salary range for this role is MAD 300,000 - 500,000 annually for gross salary. When determining an offer amount, FHI 360 considers multiple factors, including relevant years of experience and education, internal equity, market pay, and budget.
