Job Overview:
The position of Consultant for Strengthening the Migration-Development Nexus in Africa involves providing technical support and advisory services to the Ministry of Finance and stakeholders in Egypt. The consultant will be responsible for developing a framework to leverage the contributions of diasporas to sustainable development in Egypt. This includes preparing an inception report that outlines the conceptual framework and methodology, conducting a country situation analysis report that assesses the existing framework related to remittances, and proposing an effective regulatory and institutional framework tailored to the needs of the diaspora. The consultant will also develop a detailed roadmap with actions, reforms, and policies to optimize the contribution of diasporas to development. The role requires active participation in workshops and discussions to ensure stakeholder engagement and collaboration throughout the process.

Duties and Responsibilities:
The consultant will undertake several key duties and responsibilities, including:
  • Preparing an inception report that demonstrates a clear understanding of the assignment, detailing the work to be undertaken, the conceptual framework, methodology, work plan, and chronogram of activities.
  • Conducting a comprehensive assessment of the existing framework, available data, and information on institutional, regulatory, and financial aspects related to remittances and their contribution to sustainable development in Egypt.
  • Identifying gaps and challenges in building an effective regulatory and institutional framework to optimize the contribution of diasporas to development.
  • Proposing an effective regulatory and institutional framework based on the country’s context and international experiences, including suggested policy reforms and strategic tools tailored to the needs of the diaspora.
  • Developing a detailed roadmap that outlines actions, reforms, and policies with a clear timeframe to leverage diasporas’ investments and contributions to development.
  • Participating in national, regional, and subregional discussions and workshops related to the program, acting as a resource person on diasporas’ economic contributions in Egypt.
  • Organizing and implementing two workshops to discuss preliminary results and present the final framework and action plan.

Required Qualifications:
The position requires advanced qualifications, including an advanced university degree (Master's degree) in economics, international economics, finance, statistics, development economics, or a related field. A PhD would be considered an advantage. Additionally, a minimum of seven years of experience in economic research and analysis is required, with a preference for candidates who have experience in analytical policy research or macroeconomic analysis in Africa or North Africa. The consultant should possess strong analytical skills and the ability to work collaboratively with various stakeholders.

Educational Background:
Candidates must hold an advanced university degree, specifically a Master's degree in a relevant field such as economics, international economics, finance, statistics, or development economics. A PhD in a related discipline would be advantageous and may enhance the candidate's profile for this consultancy role.

Experience:
The consultant is expected to have a minimum of seven years of relevant experience in economic research and analysis. Experience in conducting analytical policy research or macroeconomic analysis, particularly in the context of African economies or North Africa, is highly desirable. This experience should demonstrate the candidate's ability to engage with complex economic issues and contribute to policy development.

Languages:
Fluency in English and Arabic is required for this consultancy role, as these are the primary working languages. Proficiency in French is also beneficial, as it is one of the working languages of the UN Secretariat. Candidates should be able to communicate effectively in both written and spoken forms in these languages to fulfill the requirements of the position.

Additional Notes:
The consultancy is expected to last for a duration of six months, during which the consultant will be required to deliver various reports and participate in workshops. The position is not associated with any fees at any stage of the recruitment process, as the United Nations does not charge applicants for application, interview, or training processes. The consultant will work closely with the ECA and the Ministry of Finance in Egypt, ensuring that relevant stakeholders are involved throughout the project.
