Job Overview: The consultant will play a crucial role in producing several key documents aimed at enhancing the contribution of the diaspora to development in Comoros. This includes analyzing the existing national frameworks related to remittances and diaspora contributions, developing policy briefs, and creating a regulatory framework that aligns with the needs of the diaspora. The consultant will also be responsible for drafting a detailed roadmap for implementing the identified frameworks and strategic tools, as well as an action plan to optimize diaspora investments. The work will involve close collaboration with the Ministry of Finance, Budget, and Banking Sector to ensure that the contributions of the diaspora are effectively integrated into national development strategies. The consultant's performance will be evaluated based on the timely submission of deliverables, the quality of reports produced, and the alignment with the defined objectives and methodologies.
Duties and Responsibilities: The consultant will be tasked with several responsibilities, including:
Collecting and providing necessary data and information to support the analysis of the national situation regarding remittances and their contribution to sustainable development.
Assisting in the preparation of the national situation analysis report by facilitating stakeholder consultations and ensuring the validation of results.
Supporting the technical assistance for the citizen budget for 2027, which will accompany the Finance Law.
Contributing to the development and contextual adaptation of a toolkit for integrating remittances and diaspora contributions into national strategies and policies.
Organizing national meetings and workshops, managing logistics, coordinating with stakeholders, and preparing working documents to ensure smooth execution of activities.
Participating in validation workshops and capacity-building sessions to ensure that the deliverables meet the required standards and expectations.
Required Qualifications: Candidates must possess at least a Master's degree or equivalent in economics, finance, statistics, or related fields. A minimum of five years of experience in economics and finance is required. Knowledge of the economic, institutional, and political context of Comoros is desirable. Proven experience in analyzing economic policies at the national level, as well as a strong understanding of migration dynamics, remittances, and diaspora engagement, is considered an advantage. The ability to work collaboratively with various stakeholders and to communicate effectively is essential for this role.
Educational Background: The educational background required for this position includes a higher university degree (Master's or equivalent) in economics, finance, statistics, or related fields. This educational foundation is crucial for understanding the complexities of economic analysis and policy development related to diaspora contributions and remittances.
Experience: The position requires a minimum of five years of relevant experience in economics and finance. Candidates should have a solid background in economic policy analysis, particularly in relation to migration and remittances. Experience working with governmental or international organizations in similar contexts will be beneficial.
Languages: Fluency in French is mandatory for this position, as all deliverables must be produced in French. Proficiency in English or Arabic is considered an advantage, given that these are also working languages of the United Nations Secretariat.
Additional Notes: The position is expected to last for a duration of six months. The consultant will work under the supervision of the Chief of the Sub-regional Initiatives Section and the program manager responsible for economic affairs. The role is part-time, and the consultant will be required to deliver specific outputs within agreed timelines.
