Job Overview:
As the Improvised Explosive Device Disposal Instructor, the individual will be integral to the Ukraine Mine Action Programme, which aims to build national capacity to counter explosive threats. This role involves developing and delivering high-impact Training-of-Trainers (ToT) courses in Improvised Explosive Device Disposal (IEDD) and Counter-IED (C-IED) to partners. The instructor will ensure that these partners are equipped to train their personnel effectively, thereby enhancing the overall capability to manage explosive ordnance contamination in Ukraine. The position requires designing comprehensive training materials that comply with national standards and providing technical mentorship in a high-risk environment. The instructor will directly contribute to Ukraine's efforts to address its extensive explosive ordnance contamination crisis, which has been exacerbated by the ongoing conflict.

Duties and Responsibilities:

• Training Material Development: The instructor will develop comprehensive, NMAS-compliant training materials for the IEDD ToT and C-IED ToT, including lesson plans, instructor guides, participant workbooks, and assessment tools. They will also ensure that all materials are produced in English and suitable for translation into Ukrainian, reviewing and updating materials based on participant feedback and changes in the operational environment.
• Training of Trainers (ToT) Delivery: The instructor will plan and deliver ToT courses to selected partner participants, structuring the course around Method of Instruction (MoI) covering EOD, HMA, IEDD, and CIED. They will ensure that graduates can deliver training in their respective subjects and support them through mentoring and co-delivery as they begin their own sessions. Accurate attendance records and session reports must be maintained, along with conducting pre- and post-course assessments and providing individual feedback and course completion certification.
• Programme Support: The instructor will liaise with partners to confirm participant eligibility, cohort schedules, and course content requirements. They will coordinate with the team on scheduling, logistics, and any changes to the programme, and submit a final programme report covering all deliverables, lessons learned, and recommendations. Additional thematic tasks may be required as needed.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent with a minimum of 5 years of relevant experience; or a Bachelor’s degree with a minimum of 7 years of relevant experience; or a technical or professional diploma with a minimum of 9 years of relevant experience. An IMAS-equivalent IED Disposal (IEDD) level 3 qualification is required, and candidates must demonstrate technical competency at the 09.31 level. Evidence of IEDD qualifications must be provided, including course modules and learning objectives. A Training-of-Trainers qualification or equivalent instructional methodology certification is desired but not mandatory.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent, which is preferred, or a Bachelor’s degree with substantial relevant experience. Alternatively, a technical or professional diploma may suffice if accompanied by extensive experience in the field. The candidate must also hold an IMAS-equivalent IEDD level 3 qualification, demonstrating a high level of expertise in improvised explosive device disposal.

Experience:
The position requires relevant operational experience within the last ten years in IEDD level 3 and C-IED activities in an IED-threat environment. Candidates should have demonstrable experience in course development and training delivery in a technical or law enforcement context, as well as experience in training or mentoring in conflict or post-conflict settings. A proven track record in training management of national law enforcement forces is essential. Proficiency with specialist IED detectors is also required.

Languages:
Fluency in English is mandatory for this position, as all training materials and courses will be conducted in English. Basic proficiency in Ukrainian is desirable, as it may facilitate communication and training delivery in the local context.
