Job Overview:
The UNEP National Consultant position involves the successful development of a Final Report on Data Collection for the National Inventory of Banks, which is to be submitted to the 97th Executive Committee Meeting. The consultant will work closely with the UNEP and the National Ozone Unit of Saint Lucia to gather and analyze data related to waste-controlled substances. This role is crucial for enabling the Government of Saint Lucia to have comprehensive information that will inform the development of an inventory of banks of used or unwanted controlled substances. The consultant will be responsible for conducting a desk study, developing a stakeholder database, and preparing a detailed report in line with UNEP and Multilateral Fund guidelines. The position is part-time and expected to last for 5 months, with the work being home-based.

Duties and Responsibilities:
The consultant will deliver the assignment under the guidance of UNEP and maintain consultation with the National Ozone Unit. Key responsibilities include:

• Conducting a desk study on available data regarding banks of used and unwanted controlled substances, reviewing existing data on refrigerant banks, and establishing a database of these substances for the past 5 years.
• Identifying missing data and addressing them through primary data collection as necessary.
• Developing a stakeholder database that includes key details and conducting surveys to close data gaps.
• Identifying laboratories capable of analyzing the composition of used or unwanted ODS and HFCs, and assessing the need for upgrading such laboratories.
• Preparing a comprehensive report on data collection for the National Inventory of Banks, ensuring alignment with UNEP and Multilateral Fund guidelines. The consultant will also analyze institutional, policy, and regulatory frameworks and contribute to the National Action Plan.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in Refrigeration and Air Conditioning (RAC), Environmental Science, Engineering, or a related field. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced degree. Experience in national data collection within the RAC sector is required, along with experience in writing and reviewing technical project proposals. Excellent communication skills in English are essential for effectively sharing knowledge and information with a diverse audience.

Educational Background:
An advanced university degree (Master's degree or equivalent) in a relevant field such as Refrigeration and Air Conditioning (RAC), Environmental Science, or Engineering is required for this position. A first-level university degree may be accepted if accompanied by additional qualifying experience, demonstrating the candidate's capability in the field.

Experience:
Candidates should have substantial experience in national data collection specifically within the refrigeration and air conditioning sector. This experience should include a proven track record of writing and reviewing technical project proposals, showcasing the ability to communicate complex information effectively.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required for the position. While English is the primary working language, knowledge of Spanish is considered an asset, as it is one of the working languages of the United Nations Secretariat.
