Job Overview: The Travel Documents Programme Officer will lead the implementation, monitoring, and evaluation of the UNTDP. This role involves managing the global travel documents program, ensuring compliance with legal instruments and international standards. The incumbent will act as a subject matter expert, providing data and risk analysis to senior management, and will be responsible for developing and evaluating the effectiveness of the UNTDP. The officer will also keep abreast of developments in travel document technology, conduct research and analysis, coordinate policy development, and represent the UN in international technical groups related to travel documents.
Duties and Responsibilities: The officer will manage the UNTDP, ensuring alignment with international standards and best practices. Responsibilities include developing and evaluating program effectiveness, monitoring implementation, liaising with relevant parties, and initiating corrective actions. The officer will provide expert advice on travel document matters, conduct workshops, and assist partners in managing change. Additional duties include coordinating policy development, generating compliance initiatives, preparing written outputs, conducting outreach activities, and leading missions. The officer will also analyze data to identify trends and provide insights for decision-making.
Required Qualifications: Candidates must possess a strong understanding of theories, concepts, and international standards relevant to travel document issuance. They should demonstrate analytical skills, the ability to manage conflicting priorities, and a commitment to gender perspectives in their work. Professionalism, accountability, technological awareness, and leadership qualities are essential for this role.
Educational Background: An advanced university degree (master’s degree or equivalent) in business administration, management, technology, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree.
Experience: A minimum of seven years of progressively responsible experience in program/project management, administration, or a related field is required. Additionally, at least three years of experience in the issuance, administration, or management of travel documents is necessary. Experience in large-scale information systems is desirable.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset.
