Job Overview:
The Monitoring and Evaluation (M&E) Officer will report to the Crisis Response Coordinator and is responsible for establishing a robust M&E system for FHI 360's Ebola program in the Democratic Republic of the Congo, specifically focusing on Dignified and Safe Burials. The officer will design and utilize an electronic database to capture M&E data from programs and produce relevant reports for both internal and external purposes. Ensuring data quality through various quality assurance mechanisms is essential, as is assisting all technical teams at FHI 360 in developing their own appropriate documentation systems. Additionally, the M&E Officer will support the program team in preparing all required technical and progress reports, which includes compiling both narrative and quantitative components of reports and preparing various data collection tools and formats. Regular assessments of operational needs will also be part of the responsibilities, along with continuous monitoring and revision of the Detailed Implementation Plan (DIP) and the Performance Monitoring Plan (PMP) based on agreed performance indicators, objectives, and donor requirements.

Duties and Responsibilities:
Key responsibilities include designing and implementing participatory and results-oriented M&E systems that generate timely information and feedback to program and management teams. The officer will coordinate and oversee the development and updating of appropriate databases to ensure accurate tracking of data collected from various program activities. Maintenance of backup and data recovery systems is crucial, as is preparing a program database for both internal and external use. The M&E Officer will establish a secure database capturing all indicators, targets, and progress against project objectives. Conducting, managing, and administering baseline surveys, review workshops, and regular needs assessments will provide continuous information and updates. The officer will advise and guide staff on M&E issues for better implementation and sharing of best practices, provide technical leadership for all M&E activities of the project, and lead a team of field M&E assistants. Preparing checklists and guidelines for performance measurement and tracking progress is essential, as is leading the development of a periodic M&E plan in line with the work plan. Data analysis and report preparation, as well as designing and conducting special studies and operational research, will also be part of the role. Regular field visits to monitor and supervise project implementation, identify bottlenecks, and highlight success stories are expected. The officer will collect various reports (monthly and quarterly) from operational and field locations, verify consistency between narrative and quantitative sections, compile quantitative data, and enter it into the program database. Collaborating with the project team to identify and document programmatic successes, best practices, challenges, and lessons learned is vital, as is developing a data quality assessment tool (DQAT) for the program and periodically assessing the quality of performance indicators. Ensuring that M&E data is integrated into program planning and review processes, supervising data collection for high-quality learning and reporting to donors, and centralizing the M&E documentation system for FHI 360 are also key responsibilities. The officer will perform any other tasks assigned by the supervisor.

Required Qualifications:
A Bachelor’s degree in statistics, computer science, public health, or a related field is required. Familiarity with statistical software (SPSS, STATA, Epi-info, or R) is essential, along with practical experience with Microsoft applications. A minimum of 4 years of experience and training in participatory results-based monitoring and evaluation or related S&E positions is necessary. A good understanding of project cycle management and gender integration is required, as well as experience in designing and/or implementing data collection and management systems. Demonstrated analytical skills with information analysis and report writing are crucial, along with experience in qualitative and quantitative data collection and analysis methods for S&E, including tracking outcome indicators and conducting program evaluations using mixed methods. A solid understanding of international and national minimum standards related to services in humanitarian emergency situations is also important.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as statistics, computer science, public health, or a related discipline. This educational background is critical for understanding the complexities of monitoring and evaluation processes and for effectively utilizing statistical software and data management tools.

Experience:
The position requires at least 4 years of relevant experience in monitoring and evaluation, particularly in participatory and results-based approaches. Candidates should have a proven track record of working in similar roles, demonstrating their ability to manage M&E systems effectively and contribute to program success through data-driven insights.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in the Democratic Republic of the Congo. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international stakeholders.

Additional Notes:
This position is a full-time role based in Bunia, Democratic Republic of the Congo. The expected hiring salary range for this role is USD 22,000 - 33,000 annually for gross salary (basic and allowances) for national local hires.
