Job Overview: The Chief of Service, Human Resources Management, will oversee the Disciplinary and Accountability Service (DAS) within the Administrative Law Division (ALD) of OHR. This role involves formulating and implementing the work programme of DAS, ensuring timely execution of activities, and coordinating efforts across different UN entities. The Chief will provide strategic leadership to legal officers, manage disciplinary matters, and ensure compliance with UN standards of conduct. The position requires a proactive approach to policy development and the ability to leverage technology for data-driven decision-making. The Chief will also be responsible for preparing reports for intergovernmental bodies and advising senior leaders on misconduct-related risks.
Duties and Responsibilities: The Chief of Service will be responsible for the following duties:
Formulating and implementing the substantive work programme of DAS, ensuring timely execution of activities.
Leading and supervising the work programme of the Service, coordinating efforts across different work units.
Handling appeals and disciplinary actions involving staff members, identifying cases for informal dispute resolution.
Providing strategic leadership to Legal Officers representing the Secretary-General in appeals and disciplinary matters.
Preparing reports for intergovernmental bodies regarding disciplinary matters.
Developing policies and guidelines related to the disciplinary process and critical incident response.
Reviewing existing policies and documenting processes for accountability in cases of financial loss due to misconduct.
Ensuring high-quality outputs from DAS and assisting in resource allocation for the Division's work programme.
Overseeing programmatic and administrative tasks necessary for DAS's functioning, including budget preparation and staff performance evaluation. 1
Utilizing technology and IT tools to enhance program delivery efficiency.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in law, business, public administration, or a related field. A first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Candidates should have a strong understanding of UN rules and regulations, as well as the ability to produce high-quality reports and papers on technical issues. Professionalism, planning and organizing skills, accountability, leadership, and sound judgment are essential competencies for this role.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, business, public administration, or a related area is required for this position. Alternatively, a first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by two additional years of relevant work experience. This educational background is crucial for understanding the complexities of administrative law and human resources management within the UN framework.
Experience: Candidates must have a minimum of fifteen years of progressively responsible professional experience in administrative law, with at least seven years in litigation or supervision of litigators. Experience in a senior leadership role managing multidisciplinary teams and delivering outputs related to law within the UN system or other international organizations is required. Additionally, candidates should have experience in information analysis and problem-solving in administrative, human rights, or legal contexts, as well as advancing technology and data-driven approaches.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset, although not mandatory for this role.
