Job Overview:
The National Programme Development Officer will work under the overall supervision of the Chief of Mission and the direct supervision of the Partnerships Officer. The role involves close coordination with Programme Units, the Sub-Regional Office in Brussels, the Regional Office in Vienna, and Headquarters. The officer will support programme development, partnership engagement, and external relations activities in IOM Norway. This position is part of the newly established Programme Development Unit (PDU) and will contribute to implementing IOM Norway’s partnership, programme development, and external engagement strategy. The officer will identify opportunities for collaboration, develop projects and programmes, monitor migration-related policy developments, support stakeholder engagement activities, and contribute to the Mission’s external positioning. The role requires preparing background analysis and briefing materials for senior management, monitoring developments among key stakeholders, and supporting the identification of opportunities for programme development and collaboration.

Duties and Responsibilities:
The National Programme Development Officer will have a comprehensive set of duties and responsibilities, including but not limited to: supporting the development of concept notes, project proposals, budgets, and programme development products; coordinating internal project development processes and ensuring compliance with institutional project development requirements; implementing IOM Norway’s partnership, programme development, and external engagement strategy; preparing stakeholder profiles, partnership analyses, funding overviews, and briefing materials; supporting partnership mapping; collecting and analyzing information on thematic priorities of key stakeholders and partners in Norway; assisting in gathering and analyzing information on policy developments; preparing briefing notes, analytical papers, talking points, and background materials for senior management; maintaining working relationships with government institutions, development and humanitarian partners, academia, civil society organizations, private sector actors, UN agencies, and other relevant stakeholders; compiling and organizing information on partner priorities and stakeholder interests; supporting the organization of consultations, policy dialogues, thematic exchanges, partnership meetings, and workshops; providing administrative support to visits, stakeholder engagements, and high-level meetings; preparing reports, presentations, and briefing materials; maintaining knowledge management systems related to stakeholder engagement and programme development activities; and contributing to organizational learning and information sharing.

Required Qualifications:
The position requires a Bachelor’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a relevant field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Candidates should have previous experience supporting programme development, project implementation, research, external relations, or stakeholder engagement. Prior work experience with international humanitarian organizations, non-governmental or government institutions in a multi-cultural setting is essential. Knowledge of the Norwegian public administration, institutional landscape, and funding mechanisms relevant to migration, integration, labour mobility, humanitarian action, and international development cooperation is also required.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, or International Studies from an accredited institution. A Master’s degree in these fields is preferred and may substitute for some experience requirements.

Experience:
The ideal candidate should have a minimum of two years of relevant professional experience in supporting programme development, project implementation, research, external relations, or stakeholder engagement. Experience working with international humanitarian organizations, non-governmental or government institutions in a multi-cultural setting is crucial. Familiarity with the Norwegian public, humanitarian, development, migration, research, or related sectors is highly desirable. The candidate should also have experience engaging with stakeholders across government institutions, academia, civil society organizations, research institutions, international organizations, and private sector actors in Norway.

Languages:
Fluency in English and Norwegian (oral and written) is required for this position. Working knowledge of another UN language is considered desirable, enhancing the candidate's profile for the role.
