Job Overview:
The National Project Coordinator (NPC) for the TRIANGLE Partnerships programme in Malaysia will play a crucial role in the development and implementation of the work plan for this initiative, which focuses on enhancing the skills development and protection of ASEAN migrant workers. The NPC will be responsible for leading the day-to-day operations of the programme, ensuring that its outputs are realized at the national level. This position requires close collaboration with ILO constituents, stakeholders, and implementing partners to promote the ILO's work in Malaysia. The NPC will also be tasked with identifying innovative strategies and interventions to achieve the programme's objectives, particularly in relation to gender equality and inclusion. The role involves significant engagement with national-level tripartite partners, civil society organizations, and academia to ensure that the programme is responsive to the needs of migrant workers and aligns with national development priorities.

Duties and Responsibilities:
The duties and responsibilities of the National Project Coordinator include: developing strategies and identifying innovative interventions for the TRIANGLE Partnership programme; consulting with national-level partners to identify appropriate strategies and activities; reviewing and analyzing relevant laws, development plans, and socioeconomic data; organizing and participating in national consultative meetings and workshops; drafting terms of reference, policy briefs, and technical reports; monitoring progress of programme activities and ensuring adherence to ILO rules and regulations; assisting in budget preparation and resource management; maintaining communication with stakeholders; supervising the work of finance and administrative staff; and performing other duties as assigned by supervisors. The NPC will also be responsible for ensuring the visibility of the programme and its donors, documenting good practices, and maintaining relations with the donor at the national level.

Required Qualifications:
Candidates must possess a first-level university degree in economics, social sciences, law, or a related field. They should have at least three years of experience in project management, administration, and implementation of grant requirements. Experience working with ILO constituents, private sector, and NGOs in Malaysia is highly desirable, particularly in areas related to gender equality, social protection, and labour migration statistics. Familiarity with ILO policies and procedures, as well as experience working with government officials, is an advantage. Strong knowledge of development issues and labour migration in Malaysia is essential.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as economics, social sciences, or law. This educational foundation is crucial for understanding the complexities of labour migration and the socio-economic factors that influence it.

Experience:
The position requires a minimum of three years of relevant experience in project management, supervision, and administration. Candidates should have a proven track record of successfully implementing projects and meeting deadlines, as well as experience in overseeing the preparation and submission of reports to donors. Experience in working with ILO constituents and stakeholders in Malaysia is highly valued, particularly in the context of gender equality and labour migration.

Languages:
Excellent knowledge of the working language of the duty station (Malay) is mandatory, along with a good command of English. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders.
