Job Overview:
The Caribbean Humanitarian Response Lead is a pivotal role within CARE, tasked with providing strategic leadership and oversight for the Caribbean Humanitarian Partnership Platform (CHPP). This position is crucial for strengthening locally led humanitarian preparedness and response efforts across the Caribbean region. The successful candidate will be responsible for leading the regional humanitarian strategy, coordinating emergency responses, mobilizing resources, and engaging with partners to ensure that CARE's humanitarian priorities are met. The role requires close collaboration with various stakeholders, including regional and global partners, donors, and CARE teams, to enhance the effectiveness and timeliness of humanitarian actions in the region. The candidate must possess a deep understanding of humanitarian principles and practices, as well as a commitment to gender equality and localization in humanitarian efforts.

Duties and Responsibilities:

• Leadership and Management of the Caribbean Humanitarian Partnership Platform (CHPP): Provide overall leadership and strategic direction for the CHPP, ensuring alignment with CARE’s humanitarian strategy. Oversee the portfolio of CHPP work, manage relationships with member organizations, and guide the evolution of CHPP as a regional mechanism for humanitarian response.
• External Coordination, Representation, and Advocacy: Represent CARE and CHPP in regional and international platforms, engage with governments and donors, and drive advocacy efforts to elevate local and women-led organizations in humanitarian action.
• Program Strategy, Design, and Emergency Response Leadership: Lead the design and implementation of regional humanitarian programs, provide technical leadership in multi-sector program design, and oversee emergency response activation.
• Program Support, Operations, and Funding Mechanisms Oversight: Ensure operational systems are in place for effective humanitarian response, coordinate with finance and logistics teams, and monitor program implementation for adherence to standards and accountability.
• Communications, Resource Mobilization, and Learning: Develop communications products, support fundraising efforts, and promote learning and knowledge sharing across CHPP and CARE.

Required Qualifications:
The ideal candidate should possess a strong background in humanitarian response and program management, with proven experience in leadership roles within complex humanitarian contexts. They should have a deep understanding of the principles of humanitarian action, gender equality, and localization, as well as experience in advocacy and external representation. Strong interpersonal and communication skills are essential, along with the ability to work collaboratively with diverse stakeholders. The candidate should also demonstrate a commitment to CARE's mission and values, particularly in relation to empowering women and girls in humanitarian settings.

Educational Background:
A bachelor's degree in a relevant field such as international relations, humanitarian studies, social sciences, or a related discipline is required. A master's degree is preferred and may be advantageous for candidates seeking to demonstrate advanced knowledge and expertise in humanitarian response and program management.

Experience:
Candidates should have a minimum of 7-10 years of experience in humanitarian response, with a focus on program management, leadership, and coordination. Experience working in the Caribbean region or similar contexts is highly desirable, as is familiarity with the challenges and opportunities related to locally led humanitarian action.

Languages:
Fluency in English is mandatory, and proficiency in Spanish or French is highly desirable, given the diverse linguistic landscape of the Caribbean region. Knowledge of additional languages relevant to the region may be considered an asset.

Additional Notes:
This position is open to candidates based in countries where CARE has established offices, and the successful candidate will be hired through the applicable CARE office in their country of residence. Legal authorization to work in the respective country is required. The role may involve travel within the region and requires a commitment to CARE's humanitarian principles and practices.
