Job Overview:
The consultant will play a crucial role in the development of the first version of the Arab Digital Agenda (ADA 2.0), which is a strategic framework aimed at enhancing digital cooperation and development across the Arab region. This position involves collaborating with various stakeholders, including member states, to co-develop the agenda that aligns with international digital cooperation priorities. The consultant will be responsible for producing key outputs such as inception notes, work plans, progress reports, and presentations, ensuring that all deliverables meet ESCWA's publication standards and anti-plagiarism requirements. The work is expected to be conducted remotely over a duration of six months, focusing on strategic planning, policy analysis, and the integration of emerging digital trends into the agenda.

Duties and Responsibilities:
The consultant's duties will include reviewing existing documentation related to the first edition of the Arab Digital Agenda, conducting desk research and policy analysis, and synthesizing findings from various reports. The consultant will also be tasked with developing and refining the strategic framework for ADA 2.0, ensuring alignment with regional and international digital policies. Responsibilities will encompass drafting successive iterations of the agenda, coordinating with national focal points, and participating in technical meetings and consultations. The consultant will also be responsible for compiling contributions from member states and ensuring that the agenda incorporates principles of gender equality and inclusivity. Additionally, the consultant will prepare presentation materials and executive summaries, ensuring that all outputs are evidence-based and adhere to ESCWA's editorial standards.

Required Qualifications:
Candidates must possess a Master's degree in ICT, digital development, public policy, international development, or related fields. A minimum of 15 years of professional experience in ICT for development, digital transformation, and digital policies is required. Experience in digital governance, Internet governance, and multilateral digital policy processes is essential. Proven experience in drafting regional digital agendas and extensive knowledge of digital development issues in the Arab region are also required. Familiarity with ESCWA's work and processes is desirable, as is experience working with international and regional organizations.

Educational Background:
A Master's degree in a relevant field such as ICT, digital development, public policy, or international development is mandatory. Candidates must submit proof of their educational qualifications as part of their application, as incomplete applications will not be considered.

Experience:
The position requires at least 15 years of relevant professional experience, particularly in areas related to ICT for development, digital transformation, and the formulation of digital policies and strategies. Languages:
Fluency in both written and spoken Arabic and English is required for this position. Candidates must demonstrate proficiency in all four language skills: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat.
