Job Overview: The consultant will play a crucial role in assisting the Environment Quality Authority (EQA) in Palestine to develop a comprehensive digital transformation strategy. This position requires a deep understanding of digital technologies and their application in governance and public service delivery. The consultant will be expected to conduct thorough research, engage with stakeholders, and analyze existing policies and practices to propose a strategy that aligns with international best practices and meets the specific needs of the EQA. The consultant will also be responsible for ensuring that the strategy promotes inclusivity and gender equality, reflecting ESCWA's commitment to these principles. The final deliverable will be a detailed report that outlines the proposed digital transformation strategy, including an implementation timeline and recommendations for capacity building within the EQA.
Duties and Responsibilities: The consultant's duties and responsibilities include:
Reviewing national digital documents and existing policies related to digital transformation in Palestine.
Analyzing regional and international best practices in digital transformation strategies.
Identifying and engaging with key national stakeholders through interviews and meetings, documenting discussions and feedback.
Contributing to sectoral workshops to gather insights on needs and priorities.
Assessing the current capabilities of the EQA, including IT infrastructure and services.
Conducting meetings with EQA departments to understand their current digital status and workflows.
Preparing a digital transformation strategy based on a SWOT analysis and technical assessments.
Presenting the draft strategy in a national workshop and incorporating feedback into the final report.
Ensuring that the report addresses gender considerations and youth dimensions throughout the research process. 1
Submitting the final report in Arabic, ensuring it meets the specified formatting and content requirements.
Required Qualifications: Candidates must possess a Master's degree in ICT, technology, engineering, computer science, or a related field. A Ph.D. is desirable. All applicants must provide a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates should have at least 7 years of professional experience in digital technologies, with a strong background in management and planning. Experience in delivering research papers and developing digital plans is also desirable. Familiarity with environmental issues in Palestine will be an advantage.
Educational Background: The position requires a Master's degree in a relevant field such as ICT, technology, engineering, or computer science. A Ph.D. is considered an asset. Candidates must submit proof of their educational qualifications as part of the application process.
Experience: The consultant should have a minimum of 7 years of professional experience in the field of digital technologies. Languages: Fluency in written and spoken Arabic and English is mandatory for this position. Candidates should demonstrate proficiency in all four language skills: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat.
Additional Notes: The position is remote and is expected to last for a duration of 16 weeks.
