Local Consultant - Ukraine Localization of Anti-Corruption Training for MSMEs

Job Overview:
The position of Local Consultant involves updating and localizing an anti-corruption training package specifically designed for micro, small, and medium-sized enterprises (MSMEs) in Ukraine. The consultant will work closely with UNODC staff and local stakeholders to ensure that the training aligns with the local context and addresses the unique challenges faced by MSMEs in the wake of the ongoing conflict in Ukraine. The consultant will be responsible for developing a comprehensive methodology, delivering training sessions, and facilitating discussions on business integrity. The role requires a strong understanding of anti-corruption measures and the ability to engage effectively with various stakeholders, including government agencies, private sector representatives, and civil society organizations. The consultant will also be tasked with producing reports and documentation related to the training and its outcomes, contributing to the broader goals of promoting ethical business practices in Ukraine.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:

• Developing a detailed methodology and work plan for the assignment, including an inception report.
• Updating and localizing the anti-corruption training package for MSMEs, ensuring it reflects local norms and practices.
• Delivering the training sessions to selected MSMEs, utilizing a structured approach that includes follow-up assessments.
• Engaging with national stakeholders to identify participants for the training and fostering public-private dialogue on business integrity.
• Organizing a multi-stakeholder round table to disseminate the training package and gather insights on promoting business integrity in Ukraine.
• Producing a report on the round table outcomes and recommendations for anti-corruption authorities.
• Collecting data on the effectiveness of the training and its impact on participants' anti-corruption measures.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in legal studies, business, management, education, social sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A minimum of five years of experience in compliance, anti-corruption, and ethics programs within the private sector is required. Experience in capacity-building initiatives related to integrity and anti-corruption, particularly in Ukraine, is essential. Candidates should demonstrate proficiency in facilitating workshops and consultations with diverse stakeholders, as well as a strong understanding of Ukrainian anti-corruption legal frameworks. Previous experience working in Ukraine and with local institutions is highly desirable, along with the ability to work independently and effectively use Microsoft Office tools.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in legal studies, business, management, education, social sciences, or a related field is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of relevant experience, particularly in compliance departments or in strengthening anti-corruption and ethics programs within the private sector. Experience in capacity-building on integrity and anti-corruption topics, especially in the context of Ukraine, is essential. Candidates should have a proven track record of facilitating workshops and engaging with various stakeholders, including public and private sectors, as well as civil society organizations.

Languages:
Fluency in oral and written English and Ukrainian is mandatory for this position. Knowledge of another official United Nations language is considered an advantage, as English and French are the working languages of the United Nations Secretariat.
