Job Overview: The Senior Finance and Budget Assistant plays a crucial role within the Facilities Management Section of the Administration & Conference Management Division at ECA. The incumbent is responsible for managing financial resources, monitoring budgets, and ensuring compliance with financial regulations. This position requires a proactive approach to financial management, including the preparation of budget proposals, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and reporting. The Senior Finance and Budget Assistant will collaborate with various units to ensure that financial activities align with organizational goals and procurement plans. The role demands a strong understanding of financial rules and regulations, as well as the ability to provide guidance on financial procedures and practices. The incumbent will also be involved in the implementation of accounting procedures in accordance with IPSAS requirements, ensuring that all financial transactions are accurately recorded and reported.
Duties and Responsibilities: The Senior Finance and Budget Assistant will undertake a variety of responsibilities, including:
Handling allotment advice and monitoring approved budgets for all projects and activities within the section. This includes preparing budgets, procurement plans, and issuing monthly financial reports.
Advising units on proper fund usage and procurement procedures, ensuring compliance with UN financial regulations.
Managing UMOJA-related actions for approved requests, including creating pre-encumbrances and obligation documents for consultants and contractors.
Ensuring the correctness of procurement requests and maintaining relevant financial records.
Preparing annual budget proposals by collecting data from all units, consolidating draft proposals, and discussing them with relevant stakeholders.
Following up on consultant and contractor contracts, preparing memos for recruitment and extensions, and processing payments to third parties.
Performing any other duties as assigned by the Chief of the Section, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess a high school diploma or equivalent, with a certificate or diploma in Accounting, Finance, or a directly related field being highly desirable. Proficiency in computer applications is essential, particularly in MS Word and Excel. Knowledge of Umoja is considered an asset. The role requires a strong understanding of financial rules and regulations, as well as the ability to analyze and interpret financial data effectively. Candidates should demonstrate professionalism, teamwork, and strong planning and organizational skills, with a commitment to gender equality in the workplace.
Educational Background: A high school diploma or equivalent is required for this position. Additionally, a certificate or diploma in Accounting, Finance, or a related field is highly desirable. Candidates should also possess strong computer application skills, particularly in financial software and tools that facilitate budget management and reporting.
Experience: The position requires at least ten years of progressively responsible experience in finance, budget, accounting, or administrative services. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to eight years. Experience in data analytics or related areas is also desirable, along with proficiency in relevant financial software and tools.
Languages: English is the mandatory working language for this position, while French is considered desirable. Candidates should possess a strong command of English, with the ability to communicate effectively in both written and spoken forms. Familiarity with French will be an advantage, particularly in a multilingual work environment.
