International Consultant - Technical Advisory Mission Coordination and Reporting Support

Job Overview:
The International Consultant will play a crucial role in supporting the United Nations Office for Outer Space Affairs (UNOOSA) and the UN-SPIDER initiative in coordinating a Technical Advisory Mission (TAM) in Kyrgyzstan. The consultant will be responsible for pre-mission preparations, including finalizing the TAM program, coordinating with various ministries and institutions, and ensuring effective communication between stakeholders. During the mission, the consultant will assist the international expert team in meetings, analyze data, and contribute to the TAM report. The position requires a deep understanding of disaster risk management, geospatial information, and the local context in Kyrgyzstan, as well as the ability to synthesize complex information into actionable recommendations.

Duties and Responsibilities:
The consultant's duties include pre-mission preparation and coordination, leading communication with the Ministry of Emergency Situations and other relevant agencies, organizing meetings, and ensuring alignment of expectations among stakeholders. The consultant will support the expert team during the in-country mission by clarifying local contexts, analyzing information, and assisting in the preparation of final debriefing materials. Additionally, the consultant will contribute to the TAM report by providing written inputs, analyzing recommendations, and ensuring that all materials are organized and transmitted in editable formats. Follow-up coordination and knowledge management will also be part of the responsibilities, including tracking commitments and preparing lessons-learned notes.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as remote sensing, geoinformation science, geography, environmental science, disaster risk management, or international relations. A first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of seven years of relevant professional experience in disaster risk reduction, emergency management, or related fields is required. Experience working with government institutions in Kyrgyzstan and supporting UN or international missions is desirable. Candidates should also have experience in documenting technical meetings and drafting reports.

Educational Background:
An advanced university degree (Master's degree or equivalent) in remote sensing, geoinformation science, geography, environmental science, disaster risk management, instructional design, international relations, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of relevant professional experience in areas such as disaster risk reduction, emergency management, geospatial information, remote sensing, and public-sector coordination. Experience working with government institutions in the Kyrgyz Republic, particularly in ministries involved in emergency situations and geospatial data, is highly desirable. Additionally, candidates should have experience in supporting UN missions, workshops, and technical assistance activities, as well as documenting meetings and drafting reports.

Languages:
Fluency in English and Russian (both oral and written) is required for this position. Knowledge of Kyrgyz is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role. English and French are the working languages of the United Nations Secretariat, making proficiency in these languages beneficial for collaboration within the organization.
