Job Overview: The Director of the Programme Planning and Budget Division is tasked with overseeing the division's operations and ensuring alignment with the UN's financial regulations. The Director will contribute to the formulation of departmental strategies and policies, manage the division's work programme, and ensure timely delivery of outputs. Duties and Responsibilities: The Director will manage the Programme Planning and Budget Division, contributing to the formulation of overall strategies and policies. Responsibilities include developing and implementing policies and procedures, providing strategic guidance to budget-funded entities, overseeing the preparation of programme budgets and performance reports, and representing the division in legislative bodies. The Director will monitor the liquidity situation of the regular budget, coordinate activities within the division and with other UN organizations, and lead the recruitment of staff while ensuring geographical and gender balance. Additionally, the Director will drive innovation in budgeting and performance management frameworks and serve as a principal advisor on budgetary policy and resource allocation.
Required Qualifications: Candidates must possess advanced university degrees in business or public administration, finance, accounting, law, economics, social sciences, or related fields. A first-level university degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. The position requires over fifteen years of progressively responsible experience in financial management and budgeting, with at least five years in senior management roles. Experience in leading presentations to legislative bodies and working in or supporting UN field operations is also required. Familiarity with budgetary and financial processes, as well as managing finance teams, is desirable.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as business or public administration, finance, accounting, law, economics, or social sciences is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) along with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
Experience: Candidates should have over fifteen years of progressively responsible experience in financial management and budgeting, with a minimum of five years in senior management positions. Experience in leading the presentation of proposals to legislative or governing bodies within the UN or other inter-governmental organizations is essential. Desirable experience includes working in or supporting UN field operations and leading improvements in budgetary processes and applications.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level I in the same areas. Candidates should be able to communicate effectively in both languages, tailoring their communication style to suit the audience.
