Job Overview: The Programme Management Officer position is situated within the Strategic Planning, Oversight and Results Division (SPORD) of the United Nations Economic Commission for Africa (UNECA). The primary focus of this role is the implementation, monitoring, and evaluation of programs and operations related to the ECA Fellowship Programme. The officer will report directly to the Director of SPORD and will be responsible for overseeing the development and execution of strategic plans for the fellowship, ensuring its smooth operation, and providing support to fellows in their research deliverables. This position requires a proactive approach to program management, including the ability to analyze and address issues, liaise with various stakeholders, and produce comprehensive reports on the fellowship's progress.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including but not limited to: participating in the development and evaluation of assigned programs/projects; monitoring and analyzing program/project development; reviewing documents and reports; identifying problems and proposing corrective actions; supervising the recruitment and onboarding of fellows; ensuring the smooth operation of the fellowship; providing periodic progress reports; conducting research and analysis; assisting in policy development; designing data collection tools; preparing written outputs such as background papers and reports; supporting consultative meetings and conferences; conducting outreach activities; leading field missions; coordinating budget and funding activities; and performing other duties as required. The role demands frequent interaction with counterparts, senior officers, and technical staff across various UN entities and national governments.
Required Qualifications: Candidates must possess a strong understanding of project and program management principles, with the ability to identify and resolve issues effectively. Professionalism, accountability, and the ability to work collaboratively with diverse teams are essential. The officer should demonstrate analytical skills, the ability to conduct independent research, and proficiency in data collection and analysis. Furthermore, candidates should exhibit strong organizational skills, the ability to manage conflicting priorities, and a commitment to gender equality in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required for this position. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of program management and the economic context in which the ECA operates.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Experience managing a fellowship program or similar initiatives is desirable, as is experience in data analytics or related fields. Candidates should have a proven track record of successfully implementing and evaluating programs, as well as the ability to work effectively in a multicultural environment.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, while knowledge of French is considered desirable. Candidates should demonstrate a high level of competency in reading, writing, listening, and speaking in English, as well as a functional level in French, according to the UN Language Framework.
Additional Notes: This position is funded from Regular Programme of Technical Cooperation funds (RPTC), and the appointment is on a fixed-term basis without any expectation of renewal or conversion to another type of appointment.
