Job Overview: The Head of Procurement Portfolio is responsible for overseeing procurement-related activities and providing advisory support for the Bank’s public and private sector operations. This role involves ensuring that procurement processes align with the Bank’s Procurement Policies and Rules (PPR), and that all procurement activities are conducted efficiently and transparently. The Head of Procurement Portfolio will work closely with various stakeholders, including the PPD Heads of Procurement Unit and Project Implementation Advisers, to establish procurement arrangements and ensure compliance with the Bank’s operational standards. This position requires a strong commitment to promoting best practices in procurement and maintaining the integrity of the Bank’s operations.
Duties and Responsibilities:
Lead and manage a high-performing team of procurement professionals, ensuring capability development and accountability.
Oversee the PPD-Policy review of all New Transaction Notifications, Concept Review Memorandum, Structure Review Memorandum, Final Review Memorandum, and Grant Reviews.
Identify, assess, and mitigate procurement risks throughout the project lifecycle.
Represent PPD-Policy at internal project approval forums and provide advice on operational issues related to procurement.
Ensure compliance with the Bank’s Procurement Policies and provide sign-offs as designated by the Procurement Director.
Drive procurement reform initiatives and champion best practices in procurement across the organization.
Build and maintain relationships with internal and external stakeholders to support effective collaboration on procurement matters.
Monitor procurement performance and report on risks and compliance to senior management.
Ensure all procurement documentation is clear, well-structured, and compliant with institutional standards.
Required Qualifications: Candidates must possess an in-depth understanding of EBRD’s Procurement Policies and Rules or similar procurement rules from other Multilateral Development Banks (MDBs). They should have substantial practical experience in developing project delivery strategies for complex infrastructure projects and a strong understanding of risk management and modern procurement best practices. Experience in both public and private sector procurement within an MDB environment is essential, along with a proven track record in policy development and knowledge dissemination regarding sustainable public procurement.
Educational Background: A degree in Business, Finance, Law, Engineering, or a related field is required. Professional certification such as CIPS or an equivalent qualification would be advantageous.
Experience: Candidates should have extensive experience in procurement and project implementation, particularly in an MDB context. They should demonstrate a strong ability to lead teams and manage complex procurement processes, with a focus on risk management and compliance.
Languages: Fluency in English is mandatory, and proficiency in another working language of the Bank would be advantageous.
